The FTA has issued Decision No. 17 of 2026, effective on 1 October 2026, setting out specific conditions for the recovery of input VAT on certain employee-related expenses provided to employees free of charge under a contractual obligation or documented policy.

The Decision provides greater clarity on the eligibility and conditions for recovering VAT incurred on key employee-related expenses, including transportation, food and beverages, accommodation, temporary accommodation for new employees, mobile and internet expenses, and parking fees.

Businesses should review existing employee benefit arrangements and input VAT recovery practices to ensure alignment with the new conditions and supporting documentation requirements.

The OECD has released an updated GloBE Information Return (GIR), incorporating the Side-by-Side Package into the standard Pillar Two reporting framework.

The September 2026 update introduces:

🔹New Side-by-Side and UPE Safe Harbours
🔹 New and extended jurisdictional safe harbour options
🔹Changes to the information required from qualifying multinational groups
🔹 Additional guidance on completing existing GIR data points

The revised GIR generally applies to Reporting Fiscal Years commencing on or after 31 December 2025. Groups preparing their GIR using the January 2025 template should also review the latest explanatory guidance before filing.

While the changes may reduce the reporting burden for qualifying groups, jurisdictional QDMTT obligations continue to apply.

Oman has revised its VAT zero-rating lists for basic food products, medicines, medical equipment and veterinary products, effective *1 October 2026*.

The Oman Tax Authority has issued Decisions Nos. *223/2026, 224/2026 and 225/2026*, introducing updated product lists based on customs tariff codes and, where applicable, Ministry permits.

The changes may result in certain products moving from 5% VAT to zero-rating, while some products currently treated as zero-rated may no longer qualify.

Businesses in the affected sectors should review their product classifications, customs tariff codes, permits and VAT settings across their ERP, point-of-sale and invoicing systems.
