NT Labor’s VAD Bill Safer than Committee Proposal.
13 October 2025

The Australian Christian Lobby (ACL) says Labor’s draft Voluntary Assisted Dying (VAD) Bill provides stronger safeguards than the recommendations made by the Legal and Constitutional Affairs Committee (LCAC).

The Australian Christian Lobby is opposed to the introduction of Voluntary Assisted Dying legislation and asks that both the Country Liberal Party and Labor abandon plans to legislate.

Nicholas Lay, NT Director of the Australian Christian Lobby said, “Although we oppose all attempts to introduce VAD, it’s obvious that Labor’s draft bill includes far better protections than the Legal and Constitutional Affairs Committee’s proposal.”

Key improvements in Labor’s draft include:
• A 12-month prognosis requirement – LCAC proposed none.
• Removal of ‘anticipated or expected’ suffering – LCAC allowed eligibility based on potential future suffering, while Labor’s version limits access to people currently experiencing it.

The Australian Christian Lobby recommends the following changes:
• Protect conscientious objection – The Bill currently defers this to regulations. It must be enshrined in the Act itself so health professionals cannot be forced to refer patients for VAD.
• Introduce a “gag clause” - Preventing health professionals from initiating VAD conversations would reduce the indirect coercion and maintain trust in clinical care.

ACL calls on both Labor and the CLP to abandon plans to legislate for VAD and to focus on expanding access to high-quality palliative care across the Northern Territory.

Lay says “Labor’s bill is a better starting point if the Northern Territory proceeds with VAD, though the best outcome is to not legislate at all. Instead of investing time and money in VAD laws that may only affect a handful of people each year, the government should invest in palliative care services that benefit every Territorian.”

Labor just dropped a Private Members VAD bill 😮, likely to be tabled in Parliament this week.

A majority of Territorians have made it clear that they want to see Voluntary Assisted Dying available in the Territory as a compassionate, dignified end-of-life choice.

Territorians have waited long enough. They deserve the same rights and choices as every other Australian.

Today I released a draft Voluntary Assisted Dying (Rights of the Terminally Ill) Bill. This isn’t about politics, it’s about compassion in giving Territorian’s dignity, choice and control at the end of life.

This is a ready-to-go framework that delivers the compassion, dignity and choice Territorians have been calling for.

I have provided the Bill to the Chief Minister and the Attorney-General, offering it as the basis for bipartisan cooperation to ensure VAD legislation can be introduced and passed before the end of the year.

Lia Finocchiaro MLA today said on Mix 104.9 that "If you are born a man, you will go to a male prison". Some common sense coming from the NT Chief Minister on this issue.

These comments come after reports from the Weekend Australian "that a female inmate in South Australia’s Port Augusta Prison had been placed in a cell with a violent transgender prisoner who s*xually assaulted her."

Australia’s peak women’s rights body has written to Anthony Albanese and every state premier protesting “a national pattern of state-sanctioned injustice and abuse, whereby male offenders are being permitted to enter women’s prisons under the guise of gender identity”.
