Big student visa changes started today, 2 October 2026.

If you're in Australia on a visitor visa, working holiday, 482, 485 or another temporary visa and you were planning to switch to a student visa, you'll now generally need to apply from outside Australia. Students wanting a new student visa are mostly in the same boat, and most new student visa applications can no longer include partners or children.

One bit of good news for our kababayan: students with a Philippine passport (and other ASEAN and Pacific passports) can still include family members.

If you lodged before today, your application stays under the old rules.

Before you pay anyone to help with your visa, take a minute to check who you're actually dealing with.

In Australia, the people who can legally charge you for visa help are registered migration agents (they have a MARN) and Australian lawyers. You can look up any agent on the OMARA register at portal.mara.gov.au. It's free and it only takes a minute.

BREAKING: Ministerial Direction 121 came into effect on 19 September 2026. It revokes Direction 119 and changes the order Home Affairs works through Skills in Demand (482) applications, including ones already lodged but not yet decided.

The biggest change: a primary applicant in a construction, healthcare, teaching, agriculture, aquaculture, fishing or resources occupation (or one related to law enforcement or defence interests) now sits in the top tier whether they were onshore or offshore when they applied. Under Direction 119, the healthcare, teaching and construction priority only applied to primary applicants who were in Australia at the time. The Specialist Skills stream also now has its own tier.

Priority affects the order applications are considered. It doesn't mean an application is approved or decided by a set date, and applicants still need to meet the requirements of the Act and Regulations. Whether an occupation counts as a priority one depends on how the Direction defines it, so check the detail for your situation.

Big one today — Home Affairs Minister Tony Burke just used his National Press Club address to unveil the migration overhaul that's been delayed since August. Family visas for students, a ballot system for backpackers, a real compliance crackdown, and a national migration target the government says it will actually hit this time.

None of this is locked in as law yet, and I haven't seen the actual regulations — just today's announcement — so treat this as a heads-up, not the final word. I'll keep tracking it as the detail comes through.
