How does a man on a 30,000 yearly salary accumulate a 6 million dollar estate in just 10 years? The man behind one of America’s greatest scandals, Paul Powell, an Illinois politician, speaker of the house and secretary state. Insider trading, abuse of government contracts and favourable legislation launched a formal corruption investigation and subsequent raid in 1970. There it was found Powell had stashed $750,000 USD in cash in a shoebox, (present day 6.5 million US, or 11.5 million AUD). Illinois natives, who were to pay their registrations would simply make their cheques out to “Paul Powell”. A decades long investigation uncovered a career of misappropriation of funds, embezzlement, political malpractice and much more. Powells signature and likeness was at the time, printed on all license plate envelopes and transactions. He remains today a divisive political figure and mid west swindler cemented forever in the chaotic fabric of American infamy. Today the shoebox scandal is still discussed in film, television and print.
