RECOMMENDATION FOR THE REASSIGNMENT OF ASSISTANT COMMISSIONER KHALID MANDALL
The Secretariat of the Caricom Association of Private Investigators (CAPI) has noted that Assistant Commissioner Khalid Mandall was placed on administrative leave following the public controversy surrounding the tragic death of Adriana Younge.
Based on the information presently available, we are unaware of any evidence that has established Assistant Commissioner Mandallโs involvement in any unlawful act arising from the investigation. It is our view that his removal from operational duties occurred amid significant public and political pressure generated by the incident.
In light of the fact that no evidence has been presented implicating Assistant Commissioner Mandall in any criminal or disciplinary misconduct, we respectfully recommend that he be reassigned to a command position within one of the Guyana Police Forceโs Regional Police Divisions. Such a reassignment would not only recognize the principle of fairness but would also reinforce the importance of ensuring that officers are assessed on the basis of evidence rather than public perception or external pressure.
The Caricom Association of Private Investigators remains committed to supporting the rule of law, due process, and the fair and impartial treatment of all law enforcement officers throughout the Caribbean region.
