RECOMMENDATION FOR THE REASSIGNMENT OF ASSISTANT COMMISSIONER KHALID MANDALL

The Secretariat of the Caricom Association of Private Investigators (CAPI) has noted that Assistant Commissioner Khalid Mandall was placed on administrative leave following the public controversy surrounding the tragic death of Adriana Younge.

Based on the information presently available, we are unaware of any evidence that has established Assistant Commissioner Mandall’s involvement in any unlawful act arising from the investigation. It is our view that his removal from operational duties occurred amid significant public and political pressure generated by the incident.

In light of the fact that no evidence has been presented implicating Assistant Commissioner Mandall in any criminal or disciplinary misconduct, we respectfully recommend that he be reassigned to a command position within one of the Guyana Police Force’s Regional Police Divisions. Such a reassignment would not only recognize the principle of fairness but would also reinforce the importance of ensuring that officers are assessed on the basis of evidence rather than public perception or external pressure.

The Caricom Association of Private Investigators remains committed to supporting the rule of law, due process, and the fair and impartial treatment of all law enforcement officers throughout the Caribbean region.

ATTEMPT TO DEFAME THE CHARACTER OF MR. WENDELL BLANHUM

The Secretariat of the Caricom Association of Private Investigators (CAPI), together with Caricom Intel, our nineteen (19) member organizations across the Caribbean and South America, including the Central Advisory & Investigative Services Inc. (CAIS) of Guyana, has taken note of the allegations recently circulated on a social media page identified as “Police News Network.”

The publication contains serious allegations directed at the Deputy Commissioner of Law Enforcement, Mr. Wendell Blanhum, and also attacks the character and integrity of the Commissioner of Police, Dr. Clifton Hicken. We regard these allegations as malicious, unsubstantiated, and apparently intended to damage the professional reputations of these distinguished public officials.

Based on our knowledge and observations, Mr. Wendell Blanhum has served with distinction and has maintained a professional record that is above reproach. To date, no credible evidence has been presented to substantiate the allegations made against him or to support claims of misconduct, corruption, or other unlawful behaviour. Likewise, no credible evidence has been produced to support the allegations directed at Commissioner of Police Dr. Clifton Hicken.

Accordingly, we call upon any individual or organization in possession of credible and verifiable evidence of corruption, misconduct, abuse of office, or any other unlawful act involving either official to present such evidence to the appropriate law enforcement or judicial authorities, rather than relying on anonymous social media publications or unverified allegations.

We are equally concerned about the broader implications of the dissemination of false or misleading information. Such publications have the potential to erode public confidence in the Guyana Police Force, undermine national security, weaken public institutions, and negatively affect the reputation of the Government of Guyana.

The Caricom Association of Private Investigators remains committed to upholding the principles of professionalism, integrity, due process, and the rule of law. We strongly encourage responsible public discourse and urge that allegations of wrongdoing be addressed through lawful, evidence-based processes rather than through anonymous campaigns of defamation.
