The Caribbean Disaster Emergency Management Agency (CDEMA) is an institution of the Caribbean Community (CARICOM) with responsibility for the coordination of emergency response and relief efforts to any of its 19 Participating States that request support for a disaster event. CDEMA also champions the Comprehensive Disaster Management (CDM) approach for a disaster resilient Caribbean. CDM addresses

all hazards, all phases of the disaster management continuum (mitigation, prevention, preparedness, response and recovery) and all sectors of society. Established since 1991, CDEMA is presently comprised of the following Participating States:
Anguilla, Antigua and Barbuda, Commonwealth of the Bahamas, Barbados, Belize, Commonwealth of Dominica, Grenada, Republic of Guyana, Haiti, Jamaica, Montserrat, St. Vincent & the Grenadines, Suriname, Republic of Trinidad & Tobago, Turks & Caicos Islands and the Virgin Islands.

Advancing Regional Collaboration for Disaster Resilience

CDEMA convened its Regional Training Centre (RTC) Advisory Group Meeting on August 26, 2026, bringing together representatives from the CDEMA Coordinating Unit (CU), The University of the West Indies Disaster Risk Reduction Centre (UWI DRRC), Department of Emergency Management (DEM) Barbados, Office of Disaster Preparedness and Management (ODPM) Trinidad and Tobago, Jamaica, International Federation of Red Cross and Red Crescent Societies (IFRC), and the Regional Security System (RSS) Barbados.

The meeting supported continued collaboration and knowledge exchange towards strengthening regional capacity for disaster risk management.

Working Together for a More Resilient Caribbean🤝🏽

The recently concluded Eastern CDEMA Sub-Region Workshop brought together Permanent Secretaries and National Disaster Coordinators (NDCs) from across the Eastern Caribbean for two days of dialogue, collaboration, and strategic planning.

The workshop focused on developing a joint work programme to strengthen preparedness and response capacities and capabilities across the sub-region.

With representatives from Anguilla, Antigua and Barbuda, the British Virgin Islands, Dominica, Grenada, Montserrat, St. Kitts and Nevis, Saint Lucia, and St. Vincent and the Grenadines, the workshop provided an opportunity to identify shared priorities, strengthen coordination, and explore practical approaches to addressing the evolving disaster risks facing the region.

CDEMA Deputy Executive Director, Lt. Col. Craig, provided strategic guidance as participants worked towards a coordinated approach to strengthening regional disaster management.

The discussions reaffirmed that our collective capacity is strengthened when we share knowledge, align priorities, and work together towards a safer and more resilient Caribbean.

🌎 Strengthening Preparedness and Response Across the Eastern Caribbean

CDEMA convened a two-day Eastern CDEMA Sub-Region Workshop at the Royalton Hotel in Antigua and Barbuda, bringing together Permanent Secretaries and National Disaster Coordinators (NDCs) from across the sub-region.

The workshop provided a platform for participants to develop a joint work programme focused on strengthening disaster preparedness and response capacities and capabilities across the Eastern Sub-Region.

Through collaboration, coordination, and shared regional priorities, the workshop reinforced the importance of working together to build a more prepared, capable, and resilient Eastern Caribbean. 🤝

On August 20–21, 2026, CDEMA, with the support of the University of Twente, the University of the West Indies Disaster Risk Reduction Centre (UWI DRRC), and the United Nations Office for Disaster Risk Reduction (UNDRR), convened a two-day Regional Strategic Planning Workshop on multi-hazard risk assessment.

Held at the University of the West Indies, Cave Hill Campus, Barbados, the workshop explored the feasibility, institutional arrangements, and strategic direction for establishing a sustainable regional capacity development programme in the Caribbean. The proposed programme aimed to enable CDEMA Participating States to conduct comprehensive multi-hazard risk assessments integrating hazard, exposure, vulnerability, and coping capacity information to support disaster risk reduction and climate adaptation strategies.

CDEMA Strengthens Emergency Operations Centre Capacity in Antigua and Barbuda🇦🇬

CDEMA, through its Regional Training Centre, is conducting Emergency Operations Centre (EOC) Management Training at the National Office of Disaster Services (NODS) in Antigua and Barbuda, bringing together 33 participants from seven territories across the CDEMA system. The training aims to strengthen participants’ ability to manage and coordinate Emergency Operations Centres before, during and after disasters, with a strong focus on practical application, coordination, operational continuity and effective decision-making.

Participants are engaged in interactive sessions, group exercises and a capstone simulation. The programme also supports the development of a regional cadre of instructors to facilitate the wider rollout of CDEMA’s upgraded EOC Management Course.

The initiative forms part of CDEMA’s Strategic Programme 2022–2027 and supports the Agency’s commitment to strengthening the Next Level Regional Response Mechanism and building stronger regional capacity to coordinate disaster response.

CDEMA Advances the Next Level Regional Response Mechanism

The CDEMA Regional Response Mechanism (RRM) Validation Workshop concluded on 14 August 2026, following three days of technical sessions focused on strengthening the Caribbean’s collective disaster response capacity.

On Day 1, the Honourable Gregory Nichols, Minister of Home Affairs and Information of Barbados, delivered an address, while CDEMA Deputy Executive Director Lt. Col. Kester Craig delivered opening remarks, highlighting the importance of strengthening regional coordination, preparedness and response capabilities.

Led by the workshop consultant, sessions brought together National Disaster Coordinators and key regional stakeholders to review and validate the proposed future architecture of the RRM, including its strategic direction, operational roadmap, and monitoring and evaluation framework.

The outcomes of the validation process will contribute to the development of a more agile, coordinated and effective Regional Response Mechanism, better positioned to support CDEMA Participating States as the Caribbean’s risk landscape continues to evolve.

CDEMA Wraps Up Three-Day Workshop to Strengthen the Region’s Response Capacity

The Caribbean Disaster Emergency Management Agency (CDEMA) today concluded a three-day validation workshop focused on “Building the Next Level Regional Response Mechanism (RRM)”, bringing together key regional stakeholders to examine how the Caribbean can strengthen its collective capacity to respond to an increasingly complex disaster environment.

The workshop provided an important platform for participants to review and validate the proposed future architecture of the RRM, including its strategic direction, operational roadmap, logical framework and monitoring and evaluation approach.

Over the three days, discussions focused on how the RRM can become more agile, connected and capable of meeting the future demands of disaster response. Participants examined lessons from recent regional activations and considered the capabilities required to strengthen coordination, information management, logistics, communications, technology, financing and accountability.

The development of the Next Level RRM is a strategic priority for CDEMA under its Strategic Programme 2022–2027, supporting the wider Comprehensive Disaster Management Strategy and ongoing efforts to strengthen national and regional coordination frameworks.

The workshop also reinforced the importance of partnerships and collective action, recognising that when countries, institutions and response partners work together with clearly defined roles, established trust and shared systems, regional solidarity can be transformed into operational capability.

CDEMA thanks all Participating States, partners and stakeholders who contributed to the three-day validation process. The insights and recommendations generated will help shape a stronger regional response mechanism designed to better support Caribbean countries when disaster strikes.
