IWBC Women & Vulnerable Whistleblower Support Unit Official IWBC unit providing support and protection for women and vulnerable whistleblowers in alignment with the Whistleblower Protection Act, 2011.

The official Women & Vulnerable Whistleblower Support Unit (WVSU) of the Intelligent Whistleblower Coalition (IWBC), operating in alignment with the Whistleblower Protection Act, 2011 (Act No. 7) and the Whistleblower Protection Rules, 2017. WVSU provides confidential, dignified, and non-discriminatory support to women and other vulnerable reporting persons, consistent with the Constitution of Bangladesh and relevant international human rights and anti-corruption standards, including the United Nations Convention against Corruption (UNCAC), the International Covenant on Civil and Political Rights (ICCPR), and UN Human Rights Council Resolution 12/16. WVSU is an independent support and advisory unit. It does not exercise any law-enforcement, investigative, prosecutorial, or judicial authority.

সত্য বলার দাম কি এতই বেশি? / Is the Price of Speaking the Truth This High?

প্রতিটি মানুষের বাঁচার অধিকার আছে, আর আছে সত্য বলার অধিকার। কিন্তু বাংলাদেশের একজন রাষ্ট্র-স্বীকৃত হুইসেলব্লোয়ার হওয়ার অপরাধে আমাকে এবং আমার পরিবারকে গত ৩৫ মাস ধরে চরম ভীতির মধ্যে দিন কাটাতে হচ্ছে।

আমার ওপর চালানো নৃশংস হত্যাচেষ্টা, আমার প্রতিনিধি পারভীন আক্তারের নিখোঁজ হওয়া—সবই যেন একটি পরিকল্পিত প্রশাসনিক জালিয়াতির অংশ। বারবার দাপ্তরিক সুরক্ষা পাওয়ার আদেশ পাওয়া সত্ত্বেও, বাস্তবে মিলছে শুধু নীরবতা আর অবহেলা।

আমি আজ বিশ্বজুড়ে থাকা সেই সব মানুষদের কাছে আবেদন জানাচ্ছি, যারা ন্যায়ের পথে বিশ্বাসী। একজন সত্যভাষীর নিরাপত্তা নিশ্চিত করা কেবল আমার অধিকার নয়, এটি আমাদের সবার সম্মিলিত দায়িত্ব। আইনি সুরক্ষা আর প্রাতিষ্ঠানিক জবাবদিহিতা নিশ্চিত করতে আমাদের এই লড়াইয়ে শামিল হোন। আপনার সচেতনতা আর একটি সমর্থন আমাদের এই লড়াইকে আরও শক্তিশালী করবে।

Every human has the right to live, and the right to speak the truth. However, for the 'crime' of being a state-recognized whistleblower in Bangladesh, my family and I have been living in extreme fear for the past 35 months.

The brutal assassination attempt on my life and the enforced disappearance of my representative, Ms. Parvin Akhter, are all part of a calculated administrative sabotage. Despite receiving repeated official protection orders, we have met only with silence and neglect.

সম্প্রতি ব্রাজিলের University of São Paulo-এর গবেষক Professor André Francisco Pilon একটি তাত্ত্বিক (conceptual) ব্যাখ্যা উপস্থাপন করেছেন, যা প্রাতিষ্ঠানিক অন্যায়, দুর্নীতি এবং ক্ষমতার অপব্যবহারকে একটি গভীর কাঠামোগত দৃষ্টিকোণ থেকে বিশ্লেষণ করে।

Human rights are built upon the principles of dignity, justice, equality, and accountability. In many situations, whistleblowers play an important role in helping societies identify wrongdoing, prevent abuses, and promote transparency in matters that affect the public interest.

মানবাধিকার মর্যাদা, ন্যায়বিচার, সমতা এবং জবাবদিহিতার নীতির উপর প্রতিষ্ঠিত। অনেক ক্ষেত্রে, হুইসেলব্লোয়াররা অন্যায় শনাক্ত করা, অপব্যবহার প্রতিরোধ করা এবং জনস্বার্থসংশ্লিষ্ট বিষয়ে স্বচ্ছতা নিশ্চিত করার মাধ্যমে সমাজে গুরুত্বপূর্ণ ভূমিকা পালন করেন।

1. Why is Whistleblowing Connected to Human Rights?

প্রত্যেক মানুষ মর্যাদা ও ন্যায়সঙ্গত আচরণের অধিকারী। গুরুতর অন্যায় উন্মোচনের প্রচেষ্টা এমন পরিবেশ গড়ে তুলতে সহায়তা করতে পারে, যেখানে অধিকারসমূহ সম্মানিত হয় এবং মানুষ নির্যাতন, শোষণ বা বৈষম্য থেকে সুরক্ষা পায়।

দায়িত্বশীল হুইসেলব্লোয়িংয়ের ভিত্তি হওয়া উচিত নির্ভুলতা, সততা এবং আইনগত ও নৈতিক মানদণ্ডের প্রতি সম্মান। নৈতিক তথ্য প্রকাশের উদ্দেশ্য হলো অপ্রয়োজনীয় ক্ষতি কমিয়ে গঠনমূলকভাবে উদ্বেগের বিষয়গুলো সমাধানের পথ তৈরি করা।

Women Whistleblowers: Unique Challenges
নারী হুইসেলব্লোয়ারদের বিশেষ চ্যালেঞ্জ

Whistleblowers play a vital role in promoting transparency, accountability, and public interest. However, women whistleblowers often face additional and unique challenges that can make the disclosure process even more difficult.

হুইসেলব্লোয়াররা স্বচ্ছতা, জবাবদিহিতা এবং জনস্বার্থ রক্ষায় গুরুত্বপূর্ণ ভূমিকা পালন করেন। তবে নারী হুইসেলব্লোয়ারদের ক্ষেত্রে প্রায়ই অতিরিক্ত ও বিশেষ ধরনের চ্যালেঞ্জ দেখা যায়, যা তথ্য প্রকাশের প্রক্রিয়াকে আরও কঠিন করে তুলতে পারে।

1. Social Barriers / সামাজিক বাধা

Women who report wrongdoing may face social stigma, victim-blaming, exclusion, or attacks on their credibility and character. In some cases, cultural and social expectations may discourage women from speaking out against misconduct.

যেসব নারী অন্যায়, অনিয়ম বা দুর্নীতির বিরুদ্ধে কথা বলেন, তারা সামাজিক কলঙ্ক, ভুক্তভোগীকেই দোষারোপ (Victim-Blaming), একঘরে করে দেওয়া, কিংবা তাদের বিশ্বাসযোগ্যতা ও ব্যক্তিগত চরিত্র নিয়ে প্রশ্ন তোলার মতো পরিস্থিতির সম্মুখীন হতে পারেন। অনেক ক্ষেত্রে সামাজিক ও সাংস্কৃতিক প্রত্যাশাও নারীদের অন্যায়ের বিরুদ্ধে কথা বলতে নিরুৎসাহিত করে।

2. Professional Challenges / পেশাগত চ্যালেঞ্জ

Women whistleblowers may encounter workplace retaliation such as unfair evaluations, denial of promotions, exclusion from important responsibilities, harassment, or professional isolation.

নারী হুইসেলব্লোয়াররা কর্মক্ষেত্রে অন্যায্য মূল্যায়ন, পদোন্নতি থেকে বঞ্চিত হওয়া, গুরুত্বপূর্ণ দায়িত্ব থেকে সরিয়ে দেওয়া, হয়রানি কিংবা পেশাগতভাবে বিচ্ছিন্ন হয়ে পড়ার মতো প্রতিশোধমূলক আচরণের সম্মুখীন হতে পারেন।

3. Safety and Well-Being / নিরাপত্তা ও সুস্থতা

Personal safety, emotional well-being, and confidentiality are critical concerns for many women who disclose information in the public interest. Supportive networks and safeguarding mechanisms can play an important role in reducing risks and promoting resilience.

জনস্বার্থে তথ্য প্রকাশকারী অনেক নারীর জন্য ব্যক্তিগত নিরাপত্তা, মানসিক সুস্থতা এবং গোপনীয়তা অত্যন্ত গুরুত্বপূর্ণ বিষয়। সহায়ক নেটওয়ার্ক এবং সুরক্ষামূলক ব্যবস্থাগুলো ঝুঁকি কমাতে এবং মানসিক দৃঢ়তা বজায় রাখতে গুরুত্বপূর্ণ ভূমিকা পালন করতে পারে।

4. The Importance of Support / সহায়তার গুরুত্ব

Women whistleblowers should not have to face challenges alone. Access to legal information, emotional support, professional guidance, and safe reporting mechanisms can strengthen protection and encourage ethical disclosure.

নারী হুইসেলব্লোয়ারদের একা সংগ্রাম করতে হওয়া উচিত নয়। আইনি তথ্য, মানসিক সহায়তা, পেশাগত পরামর্শ এবং নিরাপদ অভিযোগ বা তথ্য প্রকাশ ব্যবস্থার সুযোগ তাদের সুরক্ষা জোরদার করতে এবং নৈতিকভাবে তথ্য প্রকাশে উৎসাহিত করতে পারে।

আজ আমরা শুধু শ্রমিকদের সম্মান জানাই না—
আমরা স্মরণ করি তাদের অধিকার, তাদের সংগ্রাম, এবং তাদের ন্যায্য প্রাপ্যের কথা।

একটি ন্যায়ভিত্তিক সমাজে—
✔️ ন্যায্য মজুরি
✔️ নিরাপদ কর্মপরিবেশ
✔️ শোষণমুক্ত জীবন

Today, we recognize the dignity, rights, and contributions of workers across the world.

Fair wages, safe working conditions, and freedom from exploitation are fundamental rights — not privileges.

The role of transparency and accountability is essential to ensure that these rights are protected, and that injustice or abuse does not go unreported.
