Bangladesh NGO Services Solution – BNSS is a Consultancy Firm in Bangladesh. The NGO Affairs Bureau (NGOAB) under the Prime Minister's Office of the Government of Bangladesh is playing an important role in authorizing the use of foreign-funded financial assistance through NGOs, including approval, approval, disbursement, and regulation of the appointment of foreign experts. All INGO/NGO’s wanted to implement in an effective, secure and regulated financing system is most important for the smooth running of these voluntary organizations.
NGOs face following various difficulties in availing the services of the NGO Affairs Bureau for NGO Registration and Foreign funded project approval and Fund Release:-
• NGO’s are not filling in correct & properly and informatively of Various forms such as FD-6, FD-6, FD-4, FD-3, FD-2, FC-1 and Annual Report (A-H of Table-11) as per the rules, sub-sections and rules of the circular approved by the NGO Affairs Bureau;
• NGO’s Failure to submit project documents and Bureau Prescribed Forms within the stipulated time in accordance with the provisions of the Circular and Government Rules and Citizen Charter;
• Lack of good communication and coordination between bureau officials, responsible policy makers and executives
• NGOs usually do not hire a skilled worker separately for liaison and liaison-coordination in government activities due to lack of funds but assign responsibilities to a finance and administrative officer along with other responsibilities. As a result, the workload of the NGO Affairs related services is hampered due to the extra workload on the staff. So the professionalism and Skill on NGOAB related activities does not develop in the employee of Organization.
• The hard copy is required to be submitted directly to the Bureau of Registration, / Renewal and Foreign Grants for all activities, including project approval, government forms for disbursement and proof of various documents and documents at the Bureau's Agargaon office. In that context there was problem in the timely submission of NGOs outside Dhaka. Due to which the project approval and disbursement is not on time, the project implementation has to suffer financial problems including problems;
• NGO’s have been conducted al proposals, budget and all activities of foreign funded projects in English language. But as per Government circular it is compulsory to apply in Bengali language in case of communication including filling all the forms. In that case, problems are observed in NGOs in the proper application and use of language.
