ইভ্যালি স্ক্যামের পরে দেশে ই-কমার্স খাত এখনও শক্ত ভিত্তি ফিরে পায়নি। খাত সংশ্লিষ্টদের কেউ বলছেন, ই-কমার্স ঘুরে দাঁড়াচ্ছে। কেউ আবার বলছেন, আরও নিচের দিকে যাচ্ছে। রয়েছে মিশ্র প্রতিক্রিয়াও। আসলে কোথায় যাচ্ছে দেশের ই-কমার্স খাত?

ই-কমার্স উদ্যোক্তা ও বেসিসের সাবেক সভাপতি ফাহিম মাশরুর বলেন, ‘গত ৬ মাস ধরে এই বাজার খারাপের দিকে যাচ্ছে। মেইন মেইন ই-কমার্সের অবস্থা ভালো নয়।’

তিনি মনে করেন, এর পেছনে দুই কারণ রয়েছে। এক হলো মানুষের ক্রয়ক্ষমতা কমে গেছে। আরেক দিকে মানুষের চাহিদাও কমে গেছে। জিনিসপত্রের দাম বেড়ে যাওয়ায় মানুষ একেবারে প্রয়োজনীয় জিনিস ছাড়া কিছু কিনছে না।

তিনি মোবাইল ফোনের উদাহরণ দিয়ে বলেন, মোবাইলের দাম বেড়েছে অনেক। ফলে চাহিদা কমেছে বাজারে। এই কারণে বিক্রিও কম হচ্ছে। তিনি জানান, গত ৬ মাসে ই-কমার্স প্রতিষ্ঠানগুলোর ২০ শতাংশ অর্ডার কমে গেছে।

অপর এক প্রশ্নের জবাবে ফাহিম মাশরুর বলেন, অনেক ই-কমার্স প্রতিষ্ঠানে বিনিয়োগ কমে গেছে। তারা প্রমোশন, বিপণন কমিয়ে দিয়েছে। ভেঞ্চার ক্যাপিটাল (ভিসি) প্রতিষ্ঠানগুলো বিনিয়োগ কম করছে। পুরনো প্রতিষ্ঠানগুলো ভিসি ইনভেস্টমেন্ট পাচ্ছে না। ফলে প্রতিষ্ঠানগুলো সেভাবে ঘুরে দাঁড়াতে পারছে না।

Start-ups in Bangladesh went through a tough time in 2022 owing to the uncertainty in the global economy, but gloomier days for them might not go away any time soon since the decline in global investments is set to linger.

In the past one decade, interest rates in the US have been meagre, paving the way for re-routing investments from bonds and treasuries to private equities and emerging markets through venture capital firms. Besides, venture capital firms received cheap funds from banks, said AKM Fahim Mashroor, chief executive officer of bdjobs.com.

সম্প্রতি বাণিজ্য মন্ত্রণালয় যে ডিজিটাল বাণিজ্য আইনের খসড়া করেছে, তার কোনো প্রয়োজন নেই বলে মনে করছেন খাত সংশ্লিষ্টরা। তাদের মতে, নতুন আইনের চেয়ে ভোক্তা অধিকার আইনের যথাযথ প্রয়োগেই ডিজিটাল বাণিজ্যে শৃঙ্খলা রক্ষা করা সম্ভব।

উপরুন্তু ডিবিআইডি বাধ্যতামূলক করতে কারাদণ্ডের যে বিধান রয়েছে খসড়া আইনে তা ক্ষুদ্র উদ্যোক্তা বিকাশের পথকে আটকে দেবে। তাই এই আইনকে উদ্যোক্তা নির্ভর ডিজিটাল অর্থনীতির স্মার্ট বাংলাদেশ গঠনে সাংঘষিক বলেই মনে করছেন তারা।

The proposed digital commerce law, once passed, would ultimately choke the country's nascent online trade instead of enabling the growth of the potential industry, e-commerce entrepreneurs said at a roundtable on Wednesday.

Former BASIS president AKM Fahim Mashroor said big platform companies would be okay with it, while over 50,000 micro and small online retailers, mostly Facebook-based ones, would be burdened, and a big relief to youth unemployment would be gone.

Wassem Alim, the CEO of Chaldal, a top online grocery platform, said the law would restrict the sector's growth rather than help it flourish.

There is a trend in the country where laws are enacted only after an incident occurs.

"But when any fraud happens, no authority gets the courage to implement the law. So, no fraud occurs because of the lack of law, it takes place due to the lack of implementation," he added.

E-commerce entrepreneurs yesterday came down heavily against the formulation of a new law to regulate the sector, saying that it would hinder the development of digital commerce in Bangladesh.
