[STATEMENT] Stand with the peoples of Asia and the Pacific: Defend our lands, livelihoods, rights, and sovereignty against US militarism

The Asia Pacific Network of Environmental Defenders (APNED) stands with frontline communities and environmental advocates across Asia and the Pacific in defending our natural resources and livelihoods against foreign control and corporate plunder. We uphold Indigenous Peoples’ rights to ancestral territories and self-determination, every person’s right to a clean, healthy, and sustainable environment, and every people’s right to determine their own development.

Our region must be a place where communities live in dignity, sustain their livelihoods, and protect ecosystems for future generations. Our lands, islands, and oceans must not be reduced to military positions, our ancestral territories to mineral reserves, or our communities to sources of cheap labor for foreign corporations.

These commitments guide our opposition to the Trump administration’s expansion of U.S. military and economic power. As regional leaders gather in the Philippines for the ASEAN Summit this November, we stand with Filipino movements resisting policies that threaten these shared rights. Our solidarity crosses borders: struggles against dispossession, militarization, and environmental destruction unite peoples throughout our region.

URGENT ALERT | Stop police repression against people's barricade against NLMRC's mining exploration in Kasibu, Nueva Vizcaya
As of around 11:45 a.m. today, October 30, police forces are reportedly attempting to breach the residents’ barricade in Kasibu, Nueva Vizcaya. We strongly condemn this attempt to forcibly break a community’s defense of its land, environment, and livelihoods.
Indigenous Peoples and farming families have peacefully cultivated these lands, sustaining their communities and contributing to food production in Kasibu, known as the Citrus Capital of Luzon. They deserve protection and support as they defend the farms and water sources on which their lives depend.
Residents have maintained their barricades since May in opposition to the mining exploration of North Luzon Mineral Resources Corporation (NLMRC). They have raised concerns over the absence of genuine consultation and the threats the project poses to their lands and livelihoods. NLMRC and the Bugkalot Confederation have since filed a complaint for injunction seeking to stop the barricades.
The people’s defense of their land must not be met with police violence and repression. Police forces must immediately stop attempts to breach the barricade, withdraw, and respect the community’s rights to peaceful assembly, freedom of expression, and the defense of their lands. Authorities must address the residents’ grievances and uphold their rights.
We urgently call on people’s organizations, Indigenous Peoples’ advocates and environmental and human rights groups to release statements of support for the people of Kasibu. Condemn the attempted forcible breach of the barricade, demand an immediate halt to police violence and repression, and amplify the community’s calls to protect their land, water, and livelihoods against NLRMC's mining exploration.
Let us stand with Kasibu and make clear that its people are not alone. Those who cultivate the land and protect the environment deserve to be heard, respected, and defended.

"Extending its concerns beyond Odisha, CASR said communities opposing mining projects, mega-dams, land acquisition and displacement faced police action and criminal cases in several parts of the country. It cited the proposed Siang mega-dam project in Arunachal Pradesh, a proposed hotel project in Assam’s Kaziranga region, and struggles in Madhya Pradesh and other mineral-rich Adivasi areas as examples of conflicts involving local communities and development projects."

"The violence correlates closely with the expansion of the mining and resource extraction sectors. The administration of President Ferdinand Marcos Jr. has actively fast-tracked the granting of foreign mining permits across approximately nine million hectares of mineralised land. This expansion was accelerated by Executive Order 122 and the country's entry into the United States-backed Pax Silica initiative in April 2026."

Global Witness reports 12 environmental defenders were killed in the Philippines in 2025, maintaining the country's position as the deadliest in Asia.
