President Dilma Rousseff announces administrative reform, with a reduction in the number of ministries and the number of public posts. In Congress, we highlight the analysis of the presidential vetoes, especially the one that deals with salary increases for the Judiciary. On Wednesday (23), public servants go on strike to protest the government’s decision to postpone salary increases for the sector. Eduardo Cunha, president of the House, may have to respond to a request from the DEM on the progress of the impeachment request against president Dilma. The government will release a bimonthly evaluation of revenue and expenses for 2015.

The decision by the Prosecutor General of the Republic, Rodrigo Janot, to formally accuse Rep. Eduardo Cunha and senator Fernando Collor will be the main topic of conversation this week in Congress. The Senate will decide whether it will confirm Janot’s appointment for another two years; it may also vote the bill that deals with repatriation of funds held by Brazilians abroad. On Tuesday, the opposition discusses a joint strategy for an impeachment. On Friday, the IBGE should confirm a technical recession in releasing the GDP for the 2nd quarter.

Government tries to include payroll tax proposal in Senate voting agenda. In an attempt to conclude the fiscal austerity effort, the president of the Senate, Renan Calheiros, presents the voting schedule for the Brazil Agenda. President Dilma Rousseff meets with German Prime Minister Angela Merkel, in Brasília. Important economic indicators will be released this week (unemployment, GDP preview and IBC-Br).

Expectations with the return of Congressional activity. President Dilma Rousseff meets with party leaders of the governing coalition this Monday (3) to improve the climate between the Executive and Legislative. She will appear in the PT’s radio and TV program on Thursday. Leaders have until August 6th to appoint members of the BNDES CPI. Prosecutors set a short list of names that could command the PGR for the next two years.

President Dilma Rousseff will try to reverse her popularity losses. She will launch the Dialogue Brazil website, a digital platform that intends to connect citizens with the government. She will also meet with governors on Thursday (30). The Central Bank sets the benchmark interest rate and CUT organizes a protest against the government’s economic policy, in Brasília.

Last week of legislative activity before the Congressional recess. In the House, the focus is on political reform. The Senate debates the repatriation of resources from overseas to allow for ICMS reform. The Government may edit a provisional measure (MP) for companies to pay debts to the federal government. Ricardo Pessoa (UTC) testifies in the Superior Electoral Court on donations to president Dilma Rousseff’s 2014 campaign.

President Dilma Rousseff launches the National Energy Plan, part of her positive agenda. The House votes political reform and the change in the FGTS correction. In the Senate, the new Petrobras participation model for the pre-salt may be analyzed. The IBGE releases IPCA figures for June.

President Dilma Rousseff is in the US with the goal of attracting investments to the country, especially in the area of infrastructure. The Senate receives the bill on payroll tax exemptions and the provisional measure on the minimum wage. It also discusses the rules requiring Petrobras participation in the pre-salt auctions.

Mayors from across the country will meet in Brasília to discuss the federative pact, healthcare and education. On Friday (29), the IBGE releases GDP data for the first quarter.

The House votes on another fiscal austerity measure: MP 664/14 (pension and sick leave). In the Senate, the appointment of Luiz Edson Fachin to the Supreme Court will be analyzed. On Friday, Dilma may launch the concessions program. The initiative is an attempt by the government to implement a positive agenda.

This week, the House tries to vote its first fiscal austerity measure: MP 655, which deals with unemployment insurance and salary bonuses. In the Senate, minister Joaquim Levy speaks about the economic crisis and long-term expectations for the country. The IBGE will release April inflation figures on Friday.
