Recently, KJCo. completed a five-year strategic plan for a rural Ontario municipality.
The process reinforced an important lesson: "Good strategic planning is not about fitting every possible idea into one document. It is about making intentional choices."
Rural communities have no shortage of ideas, ambition or people who care deeply about their future. However, they often face limited staff capacity, competing priorities and financial pressures. A useful strategic plan must recognize those realities while still giving the community something meaningful to work toward.
Behind the final plan were months of research, community engagement, conversations, analysis and careful consideration of what the community needs most.
The result is a focused plan grounded in five areas that matter to the community:
• Strong governance
• Meaningful communication and community relationships
• Responsible infrastructure and community appearance
• Housing and growth that reflect local capacity
• Community vitality and year-round activity
Community voices shaped this plan and helped create a practical roadmap for the next five years.
A strategic plan should do more than describe where a community wants to go. It should help its leaders decide what to do next.
