Portugal's immigration agency is scaling up service, not just staff.

AIMA has grown its workforce by 17% this year, from 742 to 867 employees, with 48 more hires expected by year-end (915 total). The focus is shifting from backlog clearance to quality service.

Also expanding: the online Renewals Portal, which now lets EU nationals and family members handle residence permits, fees, and documents digitally, cutting down on in-person visits.

More staff, better tools, faster service. A real step forward for Portugal's foreign community.

AIMA and Universidade de Évora just opened a dedicated CLAIM office to support the university's international academic community. Students, teachers, researchers, and staff with document regularization. It's part of a clear trend: AIMA is deepening its ties with universities to make Portugal easier to relocate to for international talent.

That trend matters for HQA® applicants specifically, because HQA® is Portugal's own strategy for the same goal, attracting skilled people through structured, research-driven pathways rather than passive investment.

A Quick Overview of Portugal’s Immigration SystemPortugal's immigration process runs on a two-stage system:

1️⃣ A consulate abroad decides your entry visa (Residence Visa, Type D)

2️⃣ AIMA, the domestic agency, issues and renews your actual residence status once you're in the country

From there, the path extends further. Permanent Residence after 5 years, and Citizenship (via the IRN, under the Ministry of Justice) on its own separate timeline of 7 or 10 years.

📖 The legal backbone for all of this is the Foreigners Law (Law No. 23/2007 of 4 July). It sets out the procedures and conditions foreign nationals must follow to enter, stay, and leave Portugal.

Each outcome builds on the one before it. You generally need the visa before the permit, and the permit before permanent residence or citizenship.

A year ago, "citizenship by merit" barely registered as a search term.

Today it's hit peak search interest on Google Trends.

That kind of trajectory from effectively zero to a breakout term doesn't happen by accident. It tracks with a broader shift: public scrutiny of pure capital-based residency programs, tightening Golden Visa rules across Europe, and rising demand from founders, researchers, and specialists for pathways that recognize contribution and expertise, not just net worth.

People aren't just asking "how much do I need to invest." They're asking "what have I built, and does that count for something."

Residency isn't citizenship.

The difference matters more than people think.

Most people use these words interchangeably. They shouldn't.

Residency gives you the right to live somewhere. A visa, a card, permission to stay. It can usually be revoked, and it rarely comes with a vote, a passport, or the ability to pass status to your children automatically.

Citizenship is different. It's belonging. It's a passport that opens borders without asking permission. It's rights that can't be quietly withdrawn. It's something your children inherit.

Most mobility conversations stop at residency because it's the easier sell — faster, simpler, a card in your wallet. But it's worth being honest about what it isn't. A residency permit is a relationship you're still renting. Citizenship is one you own.

That distinction gets lost constantly in how global mobility is marketed. People think they're buying security. What they're often buying is a longer visa.

The real question isn't "can I live here." It's "am I actually building something permanent, or just extending my stay."

We want to push back on a framing we hear constantly: that pursuing a second residency means someone is "leaving."

Most people building one aren't leaving anything. They're doing what any well-run business does with a single point of failure — diversifying it.

A second residency doesn't require giving up your first passport, your business, or your community. What it gives you is a standing option: a legal foothold somewhere else, ready if you ever need it, irrelevant if you don't.

That's not disloyalty to where you're from. That's risk management applied to your own life.
