C'est pourquoi le chef de l'État a donné des instructions claires : accélérer les travaux sur tous les tronçons routiers en cours, dans toutes les régions du pays.

Cet engagement se traduit par des moyens concrets. Le budget du ministère des Travaux publics atteint 652 milliards de FCFA en 2026, avec l'appui de partenaires internationaux comme la Banque mondiale.

Au-delà des grandes routes bitumées, des milliers de kilomètres de pistes rurales sont réhabilités, permettant aux agriculteurs d'écouler leurs récoltes plus facilement.

CAMEROUN DIGITAL : QUAND LE NUMÉRIQUE OUVRE LES PORTES DE L'EMPLOI À LA JEUNESSE

Sous l'impulsion du Président Paul Biya, le Cameroun a fait du numérique un pilier de son développement. Le Plan Stratégique Cameroun Digital 2020-2030 accompagne les jeunes dans la réalisation de leurs projets, de l'idée jusqu'à l'entreprise.

Plusieurs dispositifs soutiennent cette ambition. Le Fogajeune finance depuis 2023 les jeunes de 15 à 35 ans porteurs de projets numériques. Le PATNUC accompagne des startups avec un appui technique et des financements allant jusqu'à 40 millions de FCFA. Vingt Maisons Digitales ont été installées dans les dix régions, pour un investissement de plus de 350 millions de FCFA, formant déjà plus de 4 500 femmes.

L'écosystème s'appuie aussi sur des structures comme le CDIC, Orange Fab et des programmes de formation avec l'ANTIC et Microsoft, créant des emplois et faisant rayonner le Cameroun.

Under President Paul Biya's leadership, Cameroon has made digital technology a pillar of its development. The Cameroun Digital Strategic Plan 2020-2030 supports young people in bringing their projects to life, from idea to enterprise.

Several mechanisms support this ambition. Fogajeune has been financing young people aged 15 to 35 with digital projects since 2023. LE PRÉSIDENT PAUL BIYA MOBILISE 50 MILLIARDS DE FCFA POUR L'EMPLOI DES JEUNES

Depuis 1982, le Président Paul Biya place la jeunesse camerounaise au centre de son action. Lors de son investiture pour un huitième mandat, en novembre 2025, il a réaffirmé cette priorité, plaçant les jeunes et les femmes au cœur de son engagement.

Cette volonté se concrétise par un Plan spécial de promotion de l'emploi des jeunes, structuré autour de quatre axes : facilités pour les entreprises, meilleur accès au financement, promotion des secteurs porteurs (numérique, mines, agriculture), et une part du budget de l'État consacrée aux jeunes.

Mesure phare : un fonds spécial de 50 milliards de FCFA, inscrit dans la loi de finances 2026, pour financer le démarrage des projets des jeunes entrepreneurs.

Les entreprises qui recrutent des jeunes bénéficient d'exonérations fiscales pouvant atteindre 20%. Le Fonds national de l'emploi voit ses moyens renforcés, et les jeunes seront davantage associés aux grands chantiers d'infrastructures.

Le Programme JEME (Jeunesse, Emploi, Mentorat, Entrepreneuriat), lancé en 2026, complète ce dispositif d'accompagnement.

Le Chef de l'État confirme ainsi sa détermination à faire de la jeunesse le moteur du développement économique du Cameroun.

Since 1982, President Paul Biya has placed Cameroonian youth at the center of his action. During his inauguration for an eighth term, in November 2025, he reaffirmed this priority, placing young people and women at the heart of his commitment.

This determination is now taking shape through a Special Plan for Youth Employment Promotion, built around four pillars: facilities for businesses, better access to financing, promotion of high-potential sectors (digital, mining, agriculture), and a share of the state investment budget dedicated to youth.

Flagship measure: a special fund of 50 billion FCFA, included in the 2026 finance law, to finance the start-up phase of projects led by young entrepreneurs.

Companies that hire young people benefit from tax exemptions of up to 20%. The National Employment Fund is receiving increased resources, and young people will be more involved in major infrastructure projects.

The JEME Program (Youth, Employment, Mentorship, Entrepreneurship), launched in 2026, completes this support framework.

The Head of State thus confirms his determination to make youth the true driver of Cameroon's economic development.

LA GRATUITÉ DE L'ÉCOLE PRIMAIRE : UNE CHANCE POUR CHAQUE ENFANT CAMEROUNAIS

Depuis le 10 février 2000, l'école primaire publique est gratuite au Cameroun. Cette décision du président Paul Biya a changé la vie de millions de familles qui, avant, ne pouvaient pas payer les frais de scolarité de leurs enfants.

Dès la rentrée 2000-2001, la mesure est appliquée partout dans le pays, puis confirmée un an plus t**d par un décret officiel supprimant les frais annuels dans les écoles primaires publiques.

Les résultats sont là : aujourd'hui, 9 enfants sur 10 en âge d'aller à l'école primaire y sont inscrits. Pour les accueillir, l'État a construit et réparé des centaines d'écoles, et recruté des milliers d'enseignants. De plus en plus d'élèves réussissent leurs examens.

Des défis demeurent : les frais d'association des parents, les uniformes et les fournitures pèsent encore sur les familles. Le gouvernement travaille à alléger ces charges, avec notamment la gratuité progressive des manuels scolaires.

Une chance offerte à des générations d'enfants pour construire l'avenir du Cameroun.

FREE PRIMARY EDUCATION: AN OPPORTUNITY FOR EVERY CAMEROONIAN CHILD

Since 10 February 2000, public primary education has been free in Cameroon. This decision by President Paul Biya changed the lives of millions of families who previously could not afford their children's school fees.

From the 2000-2001 school year, the measure was applied nationwide, then confirmed a year later by an official decree abolishing annual fees in public primary schools.

The results speak for themselves: today, 9 out of 10 children of primary school age are enrolled. To welcome them, the State has built and repaired hundreds of schools, and recruited thousands of teachers. More and more pupils are passing their exams.

Challenges remain: parent association fees, uniforms and school supplies still weigh on family budgets. The government is working to ease this burden, notably through the gradual introduction of free textbooks.

LA COUVERTURE SANTÉ UNIVERSELLE : SE SOIGNER SANS SE RUINER

Depuis 1982, le Président Paul Biya considère que se soigner est un droit pour tous, et non un luxe réservé à quelques-uns. C'est cette vision qui a donné naissance à la Couverture Santé Universelle (CSU), officiellement lancée le 23 avril 2023 à Yaoundé.

Grâce à la loi n°2023/012, chaque Camerounais peut désormais bénéficier d'une assurance maladie qui allège fortement le coût des soins. Une césarienne, qui coûtait autrefois plusieurs centaines de milliers de francs, revient aujourd'hui à seulement 6 000 FCFA. La dialyse, qui coûtait 520 000 FCFA par an, n'en coûte plus que 15 000. Les enfants de moins de cinq ans sont soignés gratuitement, et les malades du VIH/sida ou de la tuberculose sont pris en charge intégralement.

Trois ans après le lancement, plus de 5,8 millions de Camerounais sont pré-enrôlés, dont 4,6 millions déjà enregistrés. Presque tous les patients tuberculeux et tous les patients sous dialyse sont aujourd'hui couverts. La CNPS, le Ministère de la Santé Publique et d'autres institutions travaillent ensemble pour que cette réforme touche chaque famille, partout dans le pays.

Des efforts restent nécessaires : renforcer les hôpitaux en zones rurales et augmenter le budget de la santé. Le gouvernement, sous l'impulsion du Chef de l'État, poursuit ce travail avec détermination, pour un héritage durable au service de tous les Camerounais.

UNIVERSAL HEALTH COVERAGE: GETTING CARE WITHOUT GOING BROKE

Since 1982, President Paul Biya has considered healthcare a right for all, not a luxury for the few. This vision gave birth to Universal Health Coverage (UHC), officially launched on 23 April 2023 in Yaoundé.

Thanks to Law No. 2023/012, every Cameroonian can now benefit from health insurance that greatly reduces the cost of care. A caesarean section, once costing several hundred thousand francs, now costs just 6,000 CFA francs. Dialysis, once 520,000 CFA francs a year, now costs only 15,000. Children under five are treated for free, and patients with HIV/AIDS or tuberculosis receive full coverage.

Three years after launch, over 5.8 million Cameroonians are pre-enrolled, with 4.6 million already registered. Almost all tuberculosis patients and all dialysis patients are now covered. CNPS, the Ministry of Public Health, and other institutions are working together to ensure this reform reaches every family, everywhere in the country.

Challenges remain: strengthening hospitals in rural areas and increasing the health budget. Under the leadership of the Head of State, the government continues this work with determination, building a lasting legacy for all Cameroonians.

Depuis 1982, la Constitution camerounaise confie au Président de la République un pouvoir essentiel : celui de nommer les responsables qui dirigent l'administration du pays. Ce pouvoir, inscrit à l'article 8 de la Constitution, couvre un champ très large.

Le Chef de l'État choisit le Premier Ministre, qui propose les autres membres du Gouvernement. Il désigne aussi les gouverneurs, les préfets et les sous-préfets, qui représentent l'État sur tout le territoire. En juillet 2025, 67 sous-préfets ont ainsi été nommés en une seule fois.

Ce pouvoir s'étend à la diplomatie, avec les ambassadeurs, et à l'économie, avec les directeurs généraux des entreprises publiques. Chef suprême des armées, le Président nomme également les officiers généraux.

THE PRESIDENT'S POWER OF APPOINTMENT: 44 YEARS OF SERVICE TO THE STATE

Since 1982, Cameroon's Constitution has entrusted the President of the Republic with an essential power: appointing the officials who run the country's administration. This power, set out in Article 8 of the Constitution, covers a very broad field.

The Head of State chooses the Prime Minister, who then proposes the other members of Government. He also appoints governors, prefects and sub-prefects, who represent the State across the territory. In July 2025, 67 sub-prefects were appointed in a single move.

This power extends to diplomacy, through ambassadors, and to the economy, through directors-general of public enterprises. As Supreme Head of the Armed Forces, the President also appoints general officers.

For magistrates, he relies on the High Council of the Magistracy, which he chairs, reactivated in June 2026 after several inactive years, to strengthen judicial independence.

Over forty-four years, this power has ensured continuity of State action, while taking regional balances into account. It remains a key pillar of Cameroonian governance.

LE CONSEIL SUPÉRIEUR DE LA MAGISTRATURE REPREND VIE APRÈS SIX ANS D'ARRÊT

Depuis 1982, le président de la République préside le Conseil supérieur de la magistrature, l'instance qui veille sur la carrière des juges au Cameroun : nomination, promotion, mutation et sanction si nécessaire. Cette mission, inscrite dans la Constitution, fait du chef de l'État le garant de l'indépendance de notre justice.

Le Conseil réunit dix-sept membres, dont des magistrats, des représentants de l'administration, de la société civile et du Parlement, avec le ministre de la Justice comme vice-président.

Pendant six ans, cette institution était restée inactive, bloquant les carrières de nombreux jeunes magistrats formés à l'ENAM. Le 2 juin 2026, un décret présidentiel a nommé de nouveaux membres, relançant ainsi ses travaux essentiels.

Le président a toujours appelé le Conseil à agir avec rigueur et objectivité, pour une justice crédible. Cette réactivation confirme la volonté de renforcer l'efficacité de la justice camerounaise, au bénéfice de tous les citoyens et des institutions.

THE HIGH COUNCIL OF THE MAGISTRACY COMES BACK TO LIFE AFTER SIX YEARS OF INACTIVITY

Since 1982, the President of the Republic has chaired the High Council of the Magistracy, the body overseeing the careers of judges in Cameroon: their appointment, promotion, transfer and, when necessary, discipline. This mission, enshrined in the Constitution, makes the Head of State the guarantor of the independence of our justice system.

The Council brings together seventeen members, including magistrates, representatives of the administration, civil society and Parliament, with the Minister of Justice serving as Vice-President.

For six years, this institution remained inactive, blocking the careers of many young magistrates trained at ENAM. On 2 June 2026, a presidential decree appointed new members, relaunching its essential work.

The President has always called on the Council to act with rigour and objectivity, for a credible justice system. This reactivation confirms the determination to strengthen the efficiency of Cameroonian justice, for the benefit of all citizens and institutions.

La Constitution camerounaise permet au Président de la République de confier certaines de ses tâches à des collaborateurs, afin que le travail de l'État ne s'arrête jamais, même en son absence. C'est le pouvoir de délégation, prévu par l'article 10 de la Constitution du 18 janvier 1996.

Il existe deux formes de délégation. La délégation de pouvoir est accordée à une fonction, et non à une personne : elle reste valable même si le titulaire du poste change. C'est le cas du Premier ministre pour certaines nominations civiles.

La délégation de signature, elle, est accordée à une personne précise, comme le Secrétaire général de la Présidence. Elle prend fin dès que cette personne quitte ses fonctions. Cette pratique existe au Cameroun depuis 1994, bien avant l'actuel Secrétaire général, Ferdinand Ngoh Ngoh, qui en bénéficie depuis 2011.

Il faut le rappeler : quand un collaborateur signe dans le cadre d'une délégation, le Président ne perd aucun pouvoir. Il garde l'entièreté de son autorité et peut, à tout moment, décider lui-même.

Depuis 1982, ce système permet à l'État camerounais de fonctionner sans interruption, de nommer et de signer des actes importants, même lors des absences du Président. Un outil de bonne organisation, au service de la stabilité du pays.

THE PRESIDENT'S POWER OF DELEGATION: A TOOL FOR STATE CONTINUITY

The Cameroonian Constitution allows the President of the Republic to entrust certain of his tasks to close collaborators, so that the work of the State never stops, even in his absence. This is the power of delegation, provided for by Article 10 of the Constitution of 18 January 1996.

There are two forms of delegation. Delegation of power is granted to a position, not a person: it remains valid even if the office holder changes. This is the case for the Prime Minister regarding certain civil appointments.

Delegation of signature, on the other hand, is granted to a specific person, such as the Secretary-General of the Presidency. It ends as soon as that person leaves office. This practice has existed in Cameroon since 1994, well before the current Secretary-General, Ferdinand Ngoh Ngoh, who has held it since 2011.

It must be stressed: when a collaborator signs under a delegation, the President loses no power. He retains full authority and may, at any time, decide matters himself.

Since 1982, this system has allowed the Cameroonian State to function without interruption, appointing officials and signing important acts even during the President's absences. A tool of good organisation, serving the country's stability.
