Meet Our Guest Speaker

Mrs. Naomi Akoy-Bouguenon serves as the Acting Division Chief of the Procurement Policy Division at the Caribbean Development Bank (CDB), where she leads the Bank’s transformation of procurement governance across its Borrowing Member Countries. With more than fifteen years of experience in public procurement, development finance, and capacity building, she is recognised as a regional leader committed to elevating procurement as a strategic driver of sustainable development.

Mrs. Akoy-Bouguenon has built a distinguished career at the Caribbean Development Bank, where her work focuses on the evolution of procurement from a compliance-based administrative function into a strategic lever for development impact. Her role includes providing oversight, technical guidance, and leadership in procurement policy for CDB financed projects and Corporate Procurement. She also represents the Bank at high level regional events and conferences.

As Acting Division Chief, Naomi has overseen initiatives aimed at:
-Expanding regional procurement training,
-Professionalising procurement careers, and
-Supporting reform and improving governance frameworks across the Caribbean.

Mrs. Akoy-Bouguenon also plays a key role in major CDB partnerships, including the Procurement Scholarship Programme, which supports Caribbean professionals pursuing the International Master’s in Public Procurement Management (IMPPM) at the University of Rome Tor Vergata-an initiative co-financed with the Inter-American Development Bank to build advanced technical capacity in the region.

Her academic and professional preparation includes the Diploma in Strategic Public Procurement and multiple qualifications from the Chartered Institute of Procurement & Supply (CIPS). She also holds a master’s degree in Small and Medium Enterprise Management and has completed specialised training through the University of the West Indies and other international development institutions.

A strong advocate for elevating the procurement profession, she emphasises ethics, specialised competencies, and development-focused decision-making, captured in her guiding belief that professionalising procurement is “not a luxury -it is a necessity.”
