On April 28, 2026, the Governor of Maryland signed the Crown and Care Act (Senate Bill 656 / House Bill 1533) into law, further tightening the state's of cosmetic ingredients. The legislation expands the list of prohibited🚫 substances in cosmetics, grants broader enforcement authority to regulators, and introduces enhanced civil penalties for violations. The new provisions will take effect on July 1, 2026. ⌛️

[𝐄𝐱𝐜𝐥𝐮𝐬𝐢𝐯𝐞 𝐀𝐫𝐭𝐢𝐜𝐥𝐞] Phase-out of Synthetic Food Dyes in the US: Regulatory Shift and Industry Implications

In April 2025, the US Department of Health and Human Services and the Food and Drug Administration (FDA) jointly announced a nationwide initiative to phase out petroleum-based synthetic dyes from the US food supply.

The FDA takes a series of regulatory actions, such as color additive rulemaking and enforcement discretion on "no artificial colors" claims. Meanwhile, multiple US states have enacted or proposed restrictions on the use of some or all synthetic food dyes.

The U.S. federal initiative to phase out petroleum-based synthetic food dyes, together with expanding state-level restrictions, is driving an industry-wide transition toward natural color alternatives in order to maintain market access and ensure supply chain continuity.
