حان الوقت اليوم لإيقاف البيروقراطية وسوء لتسيير الإدارات في مجال سينما والثقافة بصفة عامة ان نتحد كفاعلين في قطاع السينما بما يخدم الفن
ان نتحد كفاعلين في قطاع السينما بما يخدم الفن الراقي و السينما الجزائرية والتسويق لها عالميا وهي مسؤوليتنا جميعا كفنانين ومن جهة أخرى مسؤولية ملقاة على المسؤولين والقائمين على السينما من اجل فتح الابواب امام المبدعين و الفنانين الجزائريين في الداخل و الخارج من اجل الرقي بالسينما الجزائرية وجعلها قوة تساهم في تحسين صورة الجزائر

رسالة مفتوحة إلى رئيس الجمهورية السيد عبد المجيد تبون
سيدي الرئيس،
نتشرف نحن، المهنيون الجزائريون في قطاع السينما، برفع هذه الرسالة المفتوحة إلى سيادتكم بهدف
التعبير عن قلقنا البالغ إزاء الوضع الراهن للسينما الجزائرية.
سنة كاملة تقريباً مرت على انعقاد الجلسات الوطنية للسينما ، ومع ذلك، لم نسجل حتى ليومنا هذا اي تجسيد ملموس
أ -ولو جزئي -للتوصيات والمقترحات التي تقدم بها مهنيو القطاع.
وعليه، فإننا نتساءل:من يتحمل مسؤولية تعطيل تنفيذ هذه التوصيات والمقترحات؟
ويزداد قلقنا عندما تُبادر الادارة بتبني مراسيم وتشريعات هدفها ترسيخ البيروقراطية، والحد من مساحة الابداع،
وإبعاد أهل المهنة عن المشاركة الفعلية في عملية صنع القرار.
ويُعد المرسوم المتعلق بإنشاء المركز الوطني للسينما مثالا واضحا على ذلك، فبدًلا من أن يستجيب لاحتياجات الملحة
للقطاع، فإنه يُكّرس رؤية إدارية بحتة، بعيدة كل البعد عن واقع الميدان. كما أنه ًلا يترجم إرادتكم المعلنة للنهوض
بالسينما، وًلا يستجيب لدعوتكم الملحة للسينمائيين بضرورة تنظيم أنفسهم ضمن هذا الاطار،بالرغم من اعتباره الكيان التنظيمي الوحيد للقطاع فمن يتحمل مسؤولية هذا الاخفاق في تنظيم النشاط السينمائي؟
سيدي الرئيس، لقد أ ّكدتم أكثر من مرة أن التمويل متوفر، إًلا أن الواقع يثبت خلف ذلك للألسف. إذ تُعتبر سنة 2025سنة بيضاء للإنتاج السينمائي، فلم يتم تمويل اي قطاع يذكر ولو بفيلم قصير،
أما صندوق الدعم السينمائي الذي ُحل سنة 2021 اعيد بثه من جديد، فإنه لم يدخل حيز التنفيذ الفعلي بعد والمفارقة تكمن في أن الميزانية الاجمالية المخصصة لإلنتاج السينمائي خلال هذه السنوات لا تتجاوز تكلفة إنتاج فيلم واحد متوسط
سيدي الرئيس، إن تطوير قطاع السينما يعتمد على توفير بيئة عمل واضحة ومستقرة، واعتماد الآليات المعمول بها دوليًا ويتطلب ذلك التزاما فعليًا من السلطات العمومية بتنفيذ الاجراءات الاساسية التالية:
1. تفعيل وتجسيدمقترحات وتوصيات الجلسات الوطنية.
2. تعديل أو إلغاء التشريعات والقوانين التي تعرقل النشاط السينمائي.
3. تفعيل صندوق دعم السينما، وتحديد آليات تسييره بوضوح وشفافية، مع ضمان استمرارية التمويل
العمومي وزيادة غلافه المالي للمشاريع السينمائية وفق معايير مهنية وموضوعية.
4. تنظيم المركز الجزائري للسينما عبر مرسوم جديد واضح يعزز صالحياته ومهامه وتعيين مديره بمرسوم رئاسي .
5. إشراك المهنيين في صياغة القرارات المتعلقة بالقطاع.
6. عدم تهميش الفاعلين في القطاع السينمائي عبر الوطن كما عهدناه دوما
نرفع إلى سيادتكم هذه النقاط الجوهرية، وإننا على ثقة تامة بشخصكم لتكرمكم بالنظر فيها بما يسهم في خدمة القطاع
وتهيئة الظروف الازمة لاعادة بعث النشاط السينمائي.

إن ما يحركنا هو الغيرة على بلدنا وهدفنا الاستراتيجي هو خلق ديناميكية سينمائية قوية
دفع السينما الجزائرية إلى الساحة الدولية عبر أعمال ذات جودة. غير أن هذا الطموح يظل مرهوناً
ببيئة مواتية حقيقية، وبتحقيق التزام واضح ومستدام من قبل السلطات العمومية.
وتفضلوا، سيدي الرئيس، بقبول فائق عبارات التقدير والاحترام وفقكم الله في خدمة الوطن

It is time to put an end to bureaucracy and mismanagement in the film and cultural sectors in general. We must unite as stakeholders in the film industry to serve art.
Uniting as stakeholders in the film industry to serve high art, Algerian cinema, and its global marketing is a responsibility we all share as artists. Furthermore, it is the responsibility of those in charge of the film industry to open doors for Algerian creators and artists, both at home and abroad, to elevate Algerian cinema and make it a force that contributes to improving Algeria's image. My fellow directors and I in the film industry are suffering from significant bureaucratic obstacles within the administrations and in the cultural sector in general. Algerian film professionals

Open letter to the President of the Republic, Mr. Abdelmadjid Tebboune
Mr. President,
We, the Algerian film professionals, have the honor of submitting this open letter to Your Excellency to express our deep concern regarding the current state of Algerian cinema. Almost a full year has passed since the National Cinema Sessions, yet to this day we have not seen any tangible implementation—not even partial—of the recommendations and proposals put forward by industry professionals.
Therefore, we ask: Who bears the responsibility for obstructing the implementation of these recommendations and proposals?
Our concern grows when the administration adopts decrees and legislation aimed at entrenching bureaucracy, limiting creative space, and excluding professionals from effective participation in the decision-making process.
The decree establishing the National Cinema Center is a clear example of this. Instead of responding to the sector's urgent needs, it enshrines a purely administrative vision, far removed from the realities on the ground. Furthermore, it fails to reflect your stated commitment to advancing cinema, nor does it heed your urgent call for filmmakers to organize themselves within this framework, despite it being the sole regulatory body for the sector. Who bears the responsibility for this failure to regulate cinematic activity? Mr. President, you have repeatedly affirmed that funding is available, but unfortunately, reality proves otherwise. 2025 is considered a blank year for film production, as no sector, not even for a short film, has received any funding.
As for the Film Support Fund, which was dissolved in 2021 and subsequently revived, it has yet to become fully operational. The irony lies in the fact that the total budget allocated to film production during these years does not exceed the cost of producing a single average-sized film.
Mr. President, the development of the film sector depends on providing a clear and stable working environment and adopting internationally recognized mechanisms. This requires a genuine commitment from public authorities to implement the following essential measures:
1. Activating and implementing the proposals and recommendations of the national sessions.
2. Amending or repealing legislation and laws that hinder film activity.
3. Activating the Film Support Fund, clearly and transparently defining its management mechanisms, ensuring the continuity of public funding, and increasing its financial allocation for film projects according to professional and objective criteria. 4. Reorganize the Algerian Center for Cinema through a clear new decree that strengthens its powers and responsibilities, and appoint its director by presidential decree.
5. Involve professionals in drafting decisions related to the sector.
6. Ensure that stakeholders in the film industry across the country are not marginalized, as has always been the case.
We bring these essential points to your attention, confident that you will consider them in a way that serves the sector and creates the necessary conditions for reviving cinematic activity.

Our motivation stems from our deep concern for our country, and our strategic goal is to create a strong cinematic dynamism and propel Algerian cinema onto the international stage through high-quality works.However, this ambition remains contingent on a truly conducive environment and a clear and sustained commitment from the public authorities.
Please accept, Mr. President, our highest regards and respect. May God grant you success in serving the nation. Glory and eternity to our righteous martyrs.
