​As we approach the Easter season, the Holiest in our Christian Calendar, a time of Reflection and Renewal, we want to extend our warmest wishes to our Community whilst remind you as per detailed summary for Collections together with other important reminders referred to below;

📌​We wish to advise that we will be CLOSED for business on the 3rd day of April 2026 (Good Friday) and the 6th day of April 2026 (Easter Monday).

📌​We resume business on the 7th day of April 2026, and this day being a Tuesday, therefore all Kitchen Refuse items and Garden Clippings items (designated day only) will be collected.

Ensure all Kitchen refuse/Green waste items are bagged in proper garbage disposal/GC sacks whilst stacked neatly on the road verge for collection.

● Maintenance & Litter Control

​To ensure our Community remains Beautiful and Tidy for the Easter Long Weekend, we kindly request all our Rate payers to adhere strictly to the following Guidelines regarding Waste management:

■ ​Follow the Schedule: Please only place waste out for Collection on your Designated pick-up days.

■ ​Keep Verges Clear: Do not place any Litter, Bags, or Bulky items on the Road verges during Non-collection days.

■ ​Holiday Pride: With the long weekend approaching, we want our Streets and Shared spaces to be welcoming for Families and Visitors.

■ ​Maintaining Clean road verges is essential for the overall Aesthetics and Hygiene of our Estate.

We would like to remind all Residents that Garbage Collection services are funded by Rates; utilizing a neighbor's service without Authorization is Strictly Prohibited.

We are currently monitoring identified "hotspots" and will take appropriate action where necessary to protect the interests of our Paying members.

​To our Pacific Harbour Neighbors and Commuters, ​As we move through March 2026, you’ve likely noticed a significant change to our Landscape along the Queens Highway. Just outside the Arts Village Complex, the Fiji Roads Authority (FRA) has officially completed the installation of the New Bus Shelter.

■ ​Honoring Our History
​We at EMSL want to take a moment to acknowledge the Old Shelter that Served us so well. Since it was Erected by EMSL in 2022, it became a familiar Landmark—a Place where We Shielded Ourselves from the Rain, Shared morning Greetings, and waited for our Journeys to begin. We know many of you have a Sentimental attachment to that Spot, and We Share those Feelings.

■ ​Embracing Progress
​While it is hard to say goodbye to the old, it is time to look forward. The new FRA shelter, which was erected exactly two weeks ago, represents an update to our Local infrastructure.

📌We Encourage Everyone to:

● ​Appreciate the New: Take advantage of the upgraded structure and design.

● ​Maintain the Space: Let’s work together to keep this New facility Clean and Graffiti-free for Everyone’s comfort.

● ​Safety First: Please remember to remain Mindful of traffic when Entering and Exiting the new shelter area along the Queens highway.

​Change can be a bit of a shock, but it is also a sign of growth for our beautiful Pacific Harbour Community.

​COMMUNITY NOTICE: Road Safety & Infrastructure Update

Subject: Update on Traffic Management and Road Improvements with Fiji Roads Authority [FRA]

​We would like to provide an update regarding our ongoing engagement with the Fiji Roads Authority (FRA) concerning Road Safety and infrastructure within our Community, the latest meeting held in our Office last Friday dated 13th February, 2026. After advocating for several improvements to address Speeding and Road quality, we are pleased to share the following developments:

​1. Enhanced Traffic Signage
​To improve Driver Awareness and Safety, the FRA will be installing additional Traffic Signage throughout our Neighborhood. These Signs will clearly mark Speed limits and provide necessary warnings at key intersections to ensure that both Residents and Visitors Adhere to Safe driving speeds.

​2. Gravel Street Repairs
​We understand the frustration caused by the current state of our unsealed roads. The FRA has committed to fixing all gravel Streets within our Area. These works aim to level uneven surfaces, improve drainage, and provide a smoother driving experience for all Residents.

​3. School Zone Safety Measures
​The Safety of Our Children is our Highest Priority. We are currently discussing the installation of Speed Humps specifically in front of the School [PHMCS] Area.

● ​Purpose: To Force a Reduction in Vehicle Speed where Student Foot traffic is highest.
​Status: This is being evaluated as a high-priority safety intervention to prevent accidents during drop-off and pick-up hours.

● ​A Note on Speeding: While infrastructure changes help, road safety is a shared responsibility. We urge all Residents to lead by example and observe a cautious speed limit when driving through our internal streets.

● ​Next Steps
​We will continue to monitor the progress of these works and provide further updates on the commencement dates for the gravel road repairs on neglected Streets within our Vicinity.

📌PROPER DISPOSAL OF GARDEN CLIPPINGS 🍃

​To All Our Valued Rate Payers of Pacific Harbour, ​Maintaining the lush, tropical beauty of our "Cultural Capital" is a shared effort. To ensure our Community remains Pristine and our Collection Services run Efficiently, Estate Management Services Ltd (EMSL) would like to clarify the Guidelines for Garden Waste Disposal.

​Recently, we have noticed an Increase in Heavy Debris and Large branches being left out for Collection.

□ To Avoid any Service Interruptions, Please take note of the Following Requirements:

​Our Regular Designated per Street on Green Waste Collection Service Days are specifically designed for Soft Garden Refuse Only.

● ​YES (Accepted): Grass Cuttings, Soft Hedge Trimmings, Leaves, Spent flowers, and Small Weeds.

🚫 ​NO (Not Accepted): Large Tree Branches, Palm Fronds, Trunks, Soil, Rocks, or General Household Trash.

● ​Note: Large Branches and Heavy Timber require specialized equipment and disposal methods. If you have major Landscaping Debris, please Contact our Office separately to arrange a Private bulk-haulage quote.

● ​Preparation for Collection
​For the Safety of our Crew and to Prevent Waste from blowing into Drains or onto Roads, please follow these Bagging rules:

● ​Use Heavy-Duty Bags: All Clippings and Leaves must be placed in Sturdy, Manageable bags.

● ​Secure the Loads: Ensure bags are tied tightly at the top.

● ​Weight Limit: Please do not overfill bags. If a bag is too heavy for one person to lift comfortably, it may be left behind.

● ​Placement: Place your Secured bags at the edge of your Property boundary on the Scheduled Collection morning.

● ​Proper Bagging Keeps our Streets Clean and Prevents organic matter from Clogging our Waterways during Heavy Rains.

​Estate Management Services Ltd (EMSL) wishes to address the recent removal of a mature Mahogany tree in the Pacific Harbour Area yesterday dated 5th February, 2026.

​While the New homeowner has claimed verbal or written approval from the Ministry of Forestry (Nausori Branch).

We are currently investigating the validity of the permit mentioned by this New homeowner.

​We Remind all Residents—New and Long-standing—that Estate-level clearance is required before any significant landscaping or felling occurs.

​Trees like these take Decades to Grow and Seconds to Disappear.

We are taking this matter very Seriously to Ensure that the Rules designed to Protect our Environment are Respected by All.

​Let's Work Together to Protect the Natural Beauty of our Community.

RE: LET’S KEEP THE "HARBOUR" CALM 🛑🚗

​We all Love Pacific Harbour for its PEACE and QUIET, but lately, some of our Streets are starting to feel more like a Racetrack. Whether it’s people rushing to Suva or just joyriding through the loops, the SPEEDING has to STOP.

📌 ​Why it Matters:

● ​Our Children & Pets:

Many of our Streets don't have Sidewalks. Our Neighbors are out walking Dogs and Kids are biking to the Beach.

● ​The "Wet" Factor:

With our frequent Rain, Speeding on these narrow roads is a recipe for a slide into a Canal or a Fence.

● ​Peace & Quiet:

No one moved here to hear engines revving during the day and odd hours of the evening!

● ​Let’s Lead by Example.

Please keep it to the limit (or lower!) when driving through the Villas.

Let’s Keep the Adventure in the Ocean, not on Our Doorsteps.

📌 Also On Another Note: This One's for the Authorities Fiji Government For your kind consideration and approval.

● We need the 50km/h sign removed whilst replaced with a 30km/h as pictured below.

Here's to Why;

​While 50 km/h is the legal default for built-up areas in Fiji, whether it is "good" or "safe" for the inner roads of Pacific Harbour is a different story.

​The Gap Between "Legal" and "Safe"
​In many Residential pockets of Pacific Harbour, 50 km/h can actually feel quite fast.

​Statistically, a Pedestrian hit at 50 km/h has about an 85% chance of being killed. If you drop that speed to 30 km/h, the risk of death drops to just 5%.

​Pacific Harbour’s inner roads (like the villa loops) are narrow and often lined with thick tropical hedges. If a Child or a Dog runs out from behind a hedge, you have almost no time to stop at 50 km/h, whereas at 30 km/h, you can usually stop instantly.

​Because many of our Roads lack Sidewalks, we are forced to walk on the asphalt. 50 km/h creates a "wind gust" and a level of noise that makes the Environment feel hostile to Walkers and Cyclists.

​We know many of you have been eagerly awaiting the aroma of fresh loaves in the Neighborhood, but we have a small update regarding The Hot Bread Kitchen.

​Due to unforeseen circumstances, the grand opening originally scheduled for the 24th of Jan, whilst rescheduled to the 31st of Jan has now been postponed until further notice.

​​We sincerely apologize for the "crusty" news and appreciate your patience for now, as they put the finishing touches on the bakery.

They promise the wait will be worth it!
