Housing (Scotland) Act 2025

Recent and upcoming changes

Requests for Rent and Property Details

From 1 April 2026, councils can ask registered landlords for rent and property information under the Housing (Scotland) Act 2025.

All councils must assess rent conditions in their area and submit a report to Scottish Ministers by 31 May 2027, and at least once every five years after that. This information helps Scottish Ministers decide whether a rent control area is needed.

Rent control areas can only be introduced where restricting rent increases is considered necessary and proportionate. Before any decision is made, Scottish Ministers must consult local authorities and representatives of landlords and tenants.

Why is this information be asked for?

Accurate rent information is essential to understand local rent pressures and to support fair, evidence based decisions.

The Act allows councils to request rent and property details from landlords once per year. These powers came into force on 1 April 2026.

You will receive no more than one request in any 12 month period
You must reply within 28 days
The information provided must be accurate
What information will be requested

For each property on your landlord registration, you will be asked to provide:

The type of tenancy (for example, a Private Residential Tenancy)
The current rent being charged
Previous rent payable and date of increase
The number of bedrooms
The number of floors
The type of property (for example, detached, semi-detached, terraced, or flatted)

No legislation cited. No formal demands. Just a letter suggesting you might want to review your tax affairs, and a certificate asking you to declare your position.

Most people either ignore it or sign the certificate

We don’t have QR codes on any of our machines across the city.

Scammers will try to create panic and get you to act quickly. Always verify any claims they make by logging into your accounts directly via official websites.
