Apprenticeships and proper workforce planning

GOV.UK’s Growth and Skills Levy guidance confirms changes from August 2026 affecting employer contributions once levy-paying employers have spent all funds in their account.

For employers, this is a reminder that apprenticeships need proper planning. An apprentice is not simply an extra pair of hands. An apprenticeship is a structured work-based learning arrangement. It needs supervision, protected learning time, role clarity, manager involvement and realistic expectations.

Where apprenticeships work well, they can support recruitment, retention, upskilling and succession planning. Where they are poorly managed, the apprentice can become frustrated, the manager becomes overloaded and the business does not get the benefit.

Before taking on an apprentice, employers should ask who will supervise them, what work they will do, what training provider will be used, and how progress will be reviewed.

Skills planning before the vacancy appears

Skills England’s Annual Skills Report 2026 states that skills needs assessments provide a view of current and future skills demand in sectors and occupations critical to economic growth.

For employers, the lesson is clear. Skills planning should not start only when someone resigns, by then, the business is already reacting.

SMEs should know which skills the business relies on, who currently holds those skills, what would happen if that person left, and what capability the business will need over the next 12 to 24 months.

Many skills gaps do not appear suddenly, they build quietly while job descriptions become outdated, managers delay development conversations and experienced employees carry too much knowledge alone. Recruitment is only one answer. Retention, training, role design and succession planning matter just as much.

Affordable Support helps SMEs review people capability, role design and workforce risk in a practical way.

Young people and routes into work

The Office for National Statistics reports that 13.5% of people aged 16 to 24 were not in education, employment or training in January to March 2026.

That is not only a youth employment issue, it is a future workforce issue.

Employers often say they cannot find skills, while young people say they cannot get experience. Somewhere between those two positions, the labour market is not working as well as it should.

SMEs can play a practical role by thinking differently about entry-level roles.
Not every junior role needs years of experience. Some roles need reliability, attitude, willingness to learn and proper management support, but young workers also need structure.

They need clear expectations, feedback, standards, supervision and fair treatment.
Opportunity without support is not enough.

Affordable Support helps employers design practical people processes that support both business needs and workforce development.

Predictable work and variable hours

The Government’s consultation on zero-hours and similar contracts focuses on guaranteed hours, reasonable notice of shifts and payments where shifts are cancelled, moved or shortened at short notice.

This is a major issue for workers who need to plan childcare, transport, caring responsibilities, second jobs, study, income and rest. Flexible staffing may still be necessary for many businesses, but flexibility should not mean all uncertainty sits with the worker.

Employers using variable-hours arrangements should start reviewing how shifts are offered, how changes are communicated, how cancellations are handled, who approves changes and whether hours patterns are genuinely variable.

This is particularly relevant in hospitality, retail, care, cleaning, logistics, events and seasonal work.

The practical point is this: flexible staffing needs proper management.
Informal staffing arrangements are becoming increasingly risky.

Affordable Support helps SMEs prepare workforce processes before new rules take effect.

Carers at work

Carers UK reports that 47% of unpaid carers in employment are thinking about cutting their hours or leaving work completely without better support.

That should concern employers.

Carers are often skilled, reliable and experienced employees. But they may be managing appointments, emergency calls, changing care needs, exhaustion and emotional pressure alongside work.

If employers do not understand this, they may misread the situation as a performance issue, attendance issue or lack of commitment.

Managers do not need to solve the employee’s personal circumstances. But they do need to respond properly.

That means listening, documenting discussions, understanding existing rights, considering flexible working where appropriate, and balancing support with operational needs.

Supporting carers well can protect retention, continuity and trust.

Affordable Support helps SMEs manage sensitive employee issues with structure, care and commercial realism.

Late payment and self-employed wellbeing.

The Government’s Commercial Payments Bill overview states that late payments cost the UK economy £11 billion per year and are linked to 38 UK businesses closing every day.

For the self-employed and small business owners, late payment is not only a finance issue.

It affects cash flow, tax planning, personal stress, business confidence, supplier relationships and the ability to invest or hire.

A late invoice may look like a commercial inconvenience from the outside. For a small business, it can mean whether the mortgage, rent, VAT, software, insurance or subcontractor is paid on time.

This is why clear terms matter. Deposits, staged payments, written terms, prompt invoicing and proper credit control are not aggressive. They are basic business protection. Service providers should not feel uncomfortable putting boundaries around payment.

Umbrella companies and supply-chain accountability.

The Government’s Employment Rights Act 2025 umbrella companies factsheet states that umbrella companies will be brought within the scope of employment business regulation and enforced through the Fair Work Agency. That is important for employers, agencies, contractors and workers.

Umbrella arrangements can affect pay, deductions, holiday pay, tax, worker rights and transparency. For many individuals, the arrangement can feel unclear because they may be working for one organisation, supplied through another, and paid by another.

For end-user businesses, the message is also clear: labour supply chains are coming under closer scrutiny.

Businesses should understand who is paying the worker, what deductions are being made, who deals with holiday pay, what documentation has been issued, and who the worker contacts if something goes wrong.

Flexibility in labour supply is not the problem. Lack of clarity is.

Affordable Support helps SMEs review workforce arrangements before they become compliance or employee relations problems.

Self-employment and contractor risk.

The Office for National Statistics shows continued movement in self-employment jobs, reflecting how fluid the labour market has become.

Many businesses now operate with a mix of employees, workers, freelancers, contractors, consultants, agency staff and outsourced support.

That flexibility can be commercially useful, but it needs control.

The practical questions are straightforward:
• who is doing the work?
• what is their employment status?
• who controls how the work is done?
• what systems can they access?
• who owns the work product?
• what confidentiality obligations apply?
• what personal data can they see?

Self-employment should not be used casually to avoid employment responsibilities.

At the same time, genuine contractors should not be managed exactly like employees without thinking through the legal and operational consequences.

Affordable Support helps SMEs review working arrangements, contractor controls, confidentiality and people risk.

Workforce decisions in a weaker labour market.

The Office for National Statistics reports that payrolled employees continued to fall in the three months to April 2026.

This is a reminder that workforce decisions need discipline.

In an uncertain labour market, employers may feel pressure to either stop hiring or reduce headcount. But both decisions carry risk if they are made without proper analysis.

Before recruiting, employers should ask whether the role is clear, whether the duties are still needed, and whether the vacancy is really a capacity issue, a skills issue or a process issue.

Before reducing headcount, employers should be equally careful, and ask:
• Is the business reason clear?
• Has consultation been considered?
• Will the remaining team be able to absorb the work?
• Will the decision create more operational pressure later?

Hiring without clarity creates cost.

Cutting without process creates legal and employee relations risk.
Affordable Support helps SMEs make workforce decisions with structure, evidence and commercial sense.

Pay growth and employee expectations

The Office for National Statistics reports that regular pay in Great Britain grew by 3.4% in February to April 2026, but real regular pay growth was only 0.1% when adjusted for inflation.

That is why pay conversations still feel difficult.

Employees may receive an increase and still feel no better off. Employers may be trying to manage tight margins while employees are trying to manage real household pressure.

Both things can be true.

For SMEs, the answer is not always a large pay increase. Many businesses simply cannot do that. But employers can improve the way pay decisions are made and explained.

Clear pay review dates, accurate job titles, documented decisions, fair progression criteria and honest communication all matter.

A pay decision does not have to please everyone to be managed properly, but it should be capable of being explained.

Affordable Support helps SMEs put structure around pay, progression, employee communication and people decisions.
