Did you know? - Regulations in the Highway Code are changing. Before, driving who use their phones at the wheel would be fined up to £200 and get six points on their licence. But now, it is completely illegal for drivers on the roads to use their phones, or any other electronic device - such as a sat nav or tablet.

New drivers under 25 years of age could be banned from carrying passengers who are also under 25. This is part of a proposed 'graduated driving licence' scheme.

If the law goes ahead, new drivers won’t be able to carry passengers of the same age group for either 6 months or a year after passing.

According to road safety charity Brake, traffic crashes are a leading cause of death among young people. It's also the main cause of death for people between 15 and 29 globally.

The charity also says that 1 in 5 drivers crash within a year of passing their test. And more than 1500 young drivers are killed or seriously injured on UK roads every year.

On 16 May 2023 transport minister Richard Holden discussed the scheme with safety campaigners but no outcome has been published yet.

Did you know driving laws regarding mobile phones were tightened in March this year?

According to the Highway Code, you must not hold and use a phone “for any reason” while driving or riding a motorcycle, even if you are stopped at traffic lights or in a queue. This also applies to sat navs and tablets.

There are some exceptions to this rule, however. You are allowed to use a device held in your hand if you need to call 999 or 112 in an emergency, and it not safe or practical to stop the car. Additionally, you can use a hand-held device if you are safely parked, or if you are stopped at a drive-through restaurant and making a contactless payment on your phone.

Hands-free devices are generally allowed, although they must not block your view of the road and traffic ahead.

If you are caught holding and using your phone while driving, you risk six penalty points and a £200 fine.

Three of the biggest Highway Code changes you should know about:

Rule H1: New Hierarchy of Road Users
Those who pose the greatest risk to others have a higher level of responsibility to reduce the danger to others.

This principle applies most strongly to drivers of HGVs, LGVs, cars, taxis and motorcycles and aims to protect those more vulnerable, such as pedestrians, cyclists and horse riders.

“None of this detracts from the responsibility of ALL road users, including pedestrians, cyclists and horse riders, to have regard for their own and other road users’ safety,” according to the rule change.

Rule H2: New Priority for Pedestrians at Junctions
At a junction, drivers must give way to pedestrians crossing or waiting to cross a road from which you are turning in to or out of.

Drivers will also have to give way to pedestrians and cyclists waiting to cross a parallel crossing or zebra crossing (previously you only had to give way if they’re already on the crossing).

Rule H3: New Priority for Cyclists When Cars are Turning
Drivers must give way to cyclists, horse riders or horse-drawn vehicles going ahead when turning in to or out of a junction or changing direction or lane. This applies whether they are using a cycle lane, a cycle track, or riding ahead on the road.

Drivers should not turn at a junction if it would cause the cyclist, horse rider or horse-drawn vehicle going straight ahead to stop or swerve. Drivers must stop and wait for a safe gap in the flow of cyclists if necessary.

The changes also introduce new advisory measures that are not legal requirements but could be drawn upon in court proceedings.
