Councillor Sarah Gallagher has resigned from Bedford Borough Council’s executive cabinet, saying she could no longer continue in a cabinet where she believed “unethical and corrupt behaviour” was being tolerated.

This is the third resignation from the cabinet in a week, following those from councillor Robert Rigby and councillor Phillippa Martin-Moran-Bryant.

In a resignation letter addressed to mayor Tom Wootton, and seen by the Local Democracy Reporting Service (LDRS), councillor Gallagher (Shortstown) said she was stepping down from her role as portfolio holder for customer experience, including leisure and culture, with immediate effect.

She wrote: “I can no longer continue being on the Executive Cabinet, where I believe unethical and corrupt behaviour is being tolerated.”

The resignation letter criticised the operation of informal cabinet meetings, claiming decisions were sometimes made and later changed “without the knowledge of all cabinet members”.

Councillor Gallagher wrote that “the purchase of Debenhams” was, to her knowledge, “never agreed at a cabinet meeting” and that cabinet members were “only informed afterwards”.

She also said she was not informed in advance about the relocation of the box office and tourist information service.

“The same occurred with the relocation of the box office and tourist information; I was not informed until after the decision had already been implemented,” she wrote.

The letter also referred to proposals involving the lower part of the former Beales building and the relocation of the library.

“Only after I raised this with you did I, and the cabinet, become aware of the company involved and the intention,” councillor Gallagher wrote.

Councillor Gallagher also criticised the mayor’s leadership style, writing that after three years in office he remained “unsure which officers to contact when residents email you with complaints”.

She added: “Attending meetings with directors, where both you and cabinet members are present, and seeing you on your phone messaging others, is not only disrespectful – it is rude.”

Despite the criticism,councillor Gallagher said it had been “a real honour to work for the people of Bedford borough”.

She highlighted the appointment of leisure operator GLL and improvements at leisure centres as achievements during her time in office.

Mayor Tom Wootton has been approached for comment.

Football games are about the experience now and the demand for experiences is growing...

This is absolutely spot on, people need to stop acting like its okay to charge £13 for a mouthful of food at a football game. Plenty of people need to work at least an hour just to earn that much. It's time clubs started bringing down these prices, just as much as their ticket prices.

As we approach the final 10 days of September, we're delighted to be proceeding with our endeavours in Luton and Bedfordshire.

After a hectic summer engaged in the creative arts and communal sectors, we've genuinely influenced individuals and enterprises, something of which we're immensely proud!

Since the commencement of summer, we have been connecting with emergent youth talent, collaborating with Luton council officials and service executives, gaining deeper insights into how the town's creative mechanisms are starting to activate.

We are operating in the town centre on podcasts with young individuals, aiding diverse talents with project assistance, mentoring, instruction, and further support.

Journeys to Paris, London, and Manchester, all in search of talent and artistic expression, from attending performances by Kendrick Lamar and SZA to witnessing the celebrated Jamaican recording artist Vybz Kartel, we've experienced an exceptional period and have been fortunate enough to have relished these unparalleled opportunities.

We persist in advocating our services to talent throughout Luton Town as an accessible expert advisor on all facets of business, talent cultivation, and community engagement.

Fantastic weekend in Luton, visited the Luton Library Theatre this Sunday to see the short film showing of Britny Virginia Albert 's Dancing Shoes.

The energy in the room, the city community of lutonians coming together was amazing to see... and in some typically windy and miserable British weather conditions.

Project work has it's ups and downs, twists and turns so it is always incredible to reflect on the journeys that bring us all together.

The hard work that Britny and her network have put in is so encouraging, everybody in the Q&A massively took inspiration from the honesty and spirit in Britnys words.

Thank you to the volunteers, the technicians, to Tim and to all of my associates who turned out to see the film.

I have found huge joy working with Luton based creatives, businesses and voluntary groups so I'm eagerly looking forward to working with more partners along the way.
