📣 Operation RESOLUTE Update: Arrest made related to qualification fraud

A 37-year-old man from the Manchester area has been arrested as part of our investigation into suspected qualification fraud.

On Wednesday 17 December 2025, officers from Greater Manchester Police arrested the individual on suspicion of offences under the Fraud Act 2006. The alleged offences relate to the delivery of SIA licence-linked training.

Following the arrest, staff from our Inspections and Enforcement directorate conducted a search at one residential address and one business premises as part of the ongoing investigation. The arrested male was later released under investigation and enquiries are ongoing.

Pete Easterbrook, our Director of Inspections and Enforcement, said:

“This arrest sends a clear message that through our work under Operation RESOLUTE, we will not hesitate to take robust action against those who seek to undermine the integrity of the SIA licence-linked qualification. Individuals who place public safety at risk through qualification fraud should be in no doubt that we will identify and pursue them, working closely with our enforcement partners where necessary, in order to protect the public.”

Changes to SIA licensing criteria and licence conditions

We are updating our licensing rules

On 1 December we will update the rules we use when making our licensing decisions.

We will use these updated rules for:

Anyone who applies for a licence, even if they are applying for a renewal
anyone who holds a licence if we receive new information about them that makes us review their suitability for a licence (for example, we learn that they have recently committed a crime)
We will introduce stricter rules for:

applicants with s*x offences or child abuse/neglect offences on their record
applicants with prison sentences of more than 12 months
We will also:

update the list of criminal offences we consider to be relevant to whether someone should have a licence
require anyone who has lived outside of the UK for a continuous period of 6 months or more within the last 10 years to provide evidence of a criminal record check for each country they spent time in during that period
widen the scope of what we can consider under our 'other information' (non-conviction) criteria
Read more about this.

We are updating our licence conditions

On 1 December we will also update our licence conditions. The updated conditions will apply to everyone with an SIA licence.

SIA licence conditions include a requirement to tell us about certain things – for example, one of the conditions is "you must tell us of any changes to your name or address". Currently we say that this must be within either 21 calendar days or 42 calendar days, depending on what has changed. The updated conditions will reduce these time limits to 2 calendar days and 7 calendar days.

Yours faithfully

📢 Attention door supervisors and security guards!

Is your SIA licence due for renewal soon?

This is a reminder that starting 1 April, all door supervisors and security guards must complete refresher training before renewing their licences.

You play an important role in the safety of the public and property across the UK. The refresher training (available since October 2024) focuses on safety-critical skills and includes new content on how to keep people in vulnerable situations safe.

We understand you may have questions about this requirement. Find answers on our Frequently Asked Questions page:

From Tuesday 1 April 2025, door supervisors and security guards must undertake refresher training to renew their licence.

The new refresher qualifications will be available from 1 October 2024 and will update key safety-critical skills door supervisors and security guards use to keep the public safe.

If they hold a door supervisor licence they can choose one of the following options:
• take the door supervisor refresher training and renew their door supervisor licence
• take the security guard refresher training and switch to a security guard licence

In either case, they must have an Emergency First Aid at Work qualification, or equivalent, before they can take the refresher training.

In April 2021 the SIA raised the standards for licence-linked qualifications for Door Supervisors (DS) and Security Guards (SG). Accredited ‘top-up’ awards were introduced for DS and SG in October 2021.

By October 2024, all existing DS and SG licence holders will be qualified to the same standard. The refresher training will ensure that operatives have safety-critical skills that are up to date.
