🚨 CQC changed the rules for care provider registration on 9 February 2026 — and many providers don't know yet.

If you're applying to register a care home, supported living service, or domiciliary care agency in England, here's what's different:

❌ Incomplete applications are no longer chased for missing documents. They are returned or rejected on the spot.

✅ What this means in practice:

→ Your Statement of Purpose must be detailed and specific to your service type
→ Generic, copy-paste policies will get your application rejected
→ Care homes now need a building control completion certificate ready — no certificate, no registration
→ Supported living providers must show evidence of legal occupancy arrangements
→ Domiciliary care agencies must submit a genuine business plan, not a template
→ Services supporting autistic people or people with a learning disability must now submit a PBS policy and restraint policy as mandatory documents — not best practice add-ons

The shift is significant. CQC is no longer a gateway you pass through and then build your service. It's an early test of whether you are genuinely ready.

With inspections up by over 50% compared to last year, and 9,000 assessment reports targeted by September 2026, the regulator is more active than it has been in years.

🚨 90% of CQC registration applications are now being rejected before they even reach assessment.

If you've recently had your application refused, you're not alone. The CQC has fundamentally changed the game, and most providers are still playing by the old rules.

Here's what's actually happening: 👇

The regulator was declared "not fit for purpose" by the Health Secretary in 2024. Their response? Overhaul everything and become ruthlessly strict about new applications.

❌ Generic policies? Rejected.
❌ Template Statement of Purpose? Rejected.
❌ DBS check 13 months old instead of 12? Rejected.
❌ Manager who stumbles in interview? Rejected.

The system that used to eventually approve "adequate but imperfect" applications is gone. 💔

So what do you do if you've received a Notice of Proposal to Refuse? 🤔
You have 28 days to respond - and this window is where most applications are won or lost. Not at tribunal six months later. Right now. ⏰

We’re seeing a BIG change in CQC applications for homecare providers from 6 October 📌

If you’re applying for CQC registration (especially domiciliary care), this is important 👇

✅ CQC are now asking for proof of an office location
✅ They also want a letter from the landlord or mortgage lender saying the company is allowed to run a CQC-registered service from there
❌ Home office? This used to be accepted during Covid… not anymore 😬
❌ Virtual office? Honestly, it’s a bad idea and often leads to refusal 🚫

💡 The “workaround” (and it’s a real one):
On the new provider form, CQC ask when the location will be ready by.
Since CQC can take 4–6 months to process an application, some providers can save months of rent by timing the office start date properly. 💷

⚠️ Also, many people who applied earlier in 2025 (before this was clear) are now being held to the new rules if their application wasn’t reviewed until after 6 October. Fair? Maybe not. But it’s happening.
