Title: Capacity Building & Development of a Guide on Public Procurement Rules and Processes for Women-Owned Businesses, Women-Led Businesses, and Business Support Organizations in The Gambia.

SMD Policy Management Group (www.smd-institute.org) was commissioned to conduct training and develop a guide on Public Procurement Rules and Processes for Women-Owned Businesses, Women-Led Businesses, and Business Support Organizations. This was funded by the Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH under The Gambia: Activating skills and employment opportunities” project through the International Trade Centre (ITC) in partnership with ITC SheTrades Gambia Hub Host the Ministry of Trade, Industry, Regional Integration & Employment.

The training was successfully conducted from 22 - 26 May, 2023. It focused on enhancing the beneficiaries’ understanding of public procurement: the law, regulations, policies, and procedures to increase their participation in public procurement in The Gambia. The training used interactive and collaborative approaches, including PowerPoint presentations, group exercises, individual tests, and videos to facilitate the application of theoretical aspects in real life situations.

Additionally, a Guide was developed to serve as a reference in the practice of public procurement and enhance understanding of the Gambia Public Procurement Act (2022) and the Regulations (2023) in force.

From the training and the Guide, women business owners will acquire extensive knowledge on public procurement, including the law and regulations in force and improve their participation in trade leading to more economic prosperity for women.

On Wednesday 29th of March 2023, at Senegambia Beach Hotel, WFP and Partner Ministry of Environment Climate Change and Natural Resources organized a validation workshop for the Baseline Study Report of the Rural Integrated Climate Adaptation and Resilience (RICAR) Project. The study was conducted by SMD Policy Management Group (www.smd-institute.org) an international consulting and training institute with a country office in The Gambia. The aim of the validation workshop was to enable key project stakeholders review and validate the study findings in line with their expectations as stipulated in the terms of reference for the assignment.

The event was attended by key stakeholders including World Food Program, Ministry of Environment, Climate Change and Natural Resources (MECCNaR), RICAR National Project Technical Coordinating Committee (NPTCC) members, Department of Forestry, Central Bank of The Gambia, The National Coordinating Organization for Farmers’ Association in The Gambia (NACCOFAG), The University of The Gambia and The Resilience of Organizations for Transformative Smallholder Agriculture Project (ROOTS).

SMD Policy Management Group (www.smd-institute.org) conducted a training on Corporate Governance and Leadership for the Board of Directors of the Social Security & Housing Finance Corporation (SSHFC), The Gambia. The training was focused on three key thematic areas, namely: The functions of Leadership, Corporate Governance and Performance Contracting in the public sector. This intensive five-day training adopted an interactive and participatory approach including theoretical presentations, case studies, and group exercises.
At the end of the training, the participants expressed satisfaction with the content and delivery and noted the following key takeaways:

1. A renewed awareness of the importance of appropriate messaging and branding in communication, in enhancing visibility and maintaining a unique corporate identity
2. The genesis, challenges, and success stories in implementing performance contracting in Kenya, was a key learning point. This will serve as a benchmark for The Gambia’s State-Owned Enterprises (SOE) reform agenda.
3. The failure of Gambian corporations mainly due to bad governance and how this experience will serve the leadership of the SSHFC in steering the Corporation with a portfolio of investments in transport, banking, hotel industry, etc. Amongst others, the cases of Gambia Commercial and Development Bank (GCDB), Continent Bank, and the Agricultural Development Bank were discussed.

From the 16-18 February 2023, the SMD Policy Management group facilitated an annual retreat for the ROOTS Project Support Unit (PSU). The retreat was held in Dakar, Senegal. It was specifically designed to consolidate teamwork, review the project's progress to date, and plan for future activities that would accelerate the achievement of project development outcomes. The retreat used interactive and participatory approaches, including team-building exercises, presentations, and group discussions to facilitate the mastery of theoretical and practical aspects of team building, annual review, and planning.

At the conclusion of the retreat, we learned that the participants’ level of interest and involvement was really high and impressive. The teams departed from Dakar feeling energized, motivated, and equipped with the tools and knowledge necessary to refocus on accelerating project outcomes. Therefore, we are glad to report that the participants’ expectations were fully met.

SMD Policy Management Group in partnership with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH – Migration for Development’ (PME) programme, facilitated 10 sessions of training in The Gambia from April 2022 to January 2023 on employability (soft skills) and entrepreneurship for two hundred (200) individuals, of which at least 30% were returnees. The training was divided into two clinics: (1) The Business Clinic which targeted young entrepreneurs and the self-employed to become successful and create jobs and (2) The Employability Clinic which targeted young graduates and job seekers to increase the opportunities for employment. The clinics adopted interactive and participatory approaches to increase the trainees’ understanding in a way that facilitated the mastery of theoretical and practical aspects of Employability and Entrepreneurship. The approach included PowerPoint presentations, discussion sessions, case studies and group exercises.

At the end, the employability clinic was successful as participants learned new skills that would enhance their chances to secure employment in line with their interests, skills, and career goals. The business clinic was also rated a success, as participants’ expectations in enhancing their entrepreneurial skills were met. Consequently, we can happily report that the participants were highly satisfied with the trainings.
