We don’t have an ALMP problem.
We have a system failure.
Last week, ACRONYM co-organised (with HAEA) a Community of Practice (CoP) session in Greece under EU-ALMPO, bringing together policymakers, labour market institutions, researchers, and practitioners.
What emerged was not a debate — but a convergence and a warning.
⚠️ The uncomfortable truth:
ALMPs are not underperforming because they are poorly designed.
They are underperforming because they are not operationalised.
What stakeholders actually said:
▪ Data exists — but is not used in decision-making
▪ Mechanisms exist — but don’t work together
▪ Policies are evaluated — but not improved
▪ Governance exists — but systems don’t run
🔻 The real disruption:
AI will NOT fix this.
AI can:
✔ match
✔ analyse
✔ predict
But it cannot:
✖ coordinate institutions
✖ fix workflows
✖ replace implementation logic
💥 Let’s be precise:
Most ALMP reforms fail before they even start.
Not due to lack of:
→ tools
→ data
→ ideas
But due to lack of:
→ system architecture
🧠 The shift we need:
From policy design → policy ex*****on systems
From data availability → data in decisions
From governance structures → governance in motion
🚀 Where EU-ALMPO intervenes:
Not another report. Not another tool.

• AI
• decision-making
If your ALMP system cannot adapt in real time,
It is already outdated.
