Lithuania is a member of the European Union and offers a pathway to permanent residency for foreign nationals who have legally resided in the country for five years under a temporary residence permit. This temporary residence permit allows working and accessing all public services, including healthcare, similar to those of Lithuanian citizens. After 10 years of legal residence, individuals may also be eligible to apply for Lithuanian citizenship, potentially requiring further tests and documentation.

To obtain a permanent residence permit in Lithuania, you need to have a Continuous Legal Residence; pass the Language and Constitution Test; submit biometric data during the application process, with required documents including proof of the grounds for the temporary residence permit, financial stability (e.g., bank statements, work contracts), a certificate of no criminal record, proof of residence, health insurance, and proof of paid state fees. ��
Citizens of EU/EEA countries have a simplified process for moving to Lithuania, requiring only a passport or ID card.

Close relatives of Lithuanian citizens (parents, children, spouses) may also be eligible to reside in Lithuania.

Foreigners can also apply for the status of an electronic resident, enabling them to use certain electronic services in Lithuania.

There is an option for residency by descent that includes individuals whose parents or grandparents were Lithuanian and who identify themselves as Lithuanian, declaring this in a written statement. It also applies to individuals who were Lithuanian citizens before June 15, 1940, and their descendants, if they did not obtain Lithuanian citizenship before April 1, 2011.��

Applications are typically reviewed from 45 days to 4 months. The fees: €160 (general procedure) or €320 (fast track). Note that your permit may be revoked if you live in a non-EU country for more than 12 months, reside in another EU member state for more than 6 years, or acquire long-term resident status in another EU member state.

While most EU countries are closing their golden visa programs and making immigration difficult, many other countries are opening up their options with tax perks:

- Vietnam’s Tourism Advisory Board urged the government to roll out a long-term “golden visa” program allowing foreign nationals to stay in Vietnam for up to 10 years.
- Kazakhstan’s new, fully digital process of the golden visa offers up to 10 years of residency for investors of $300,000 in local economy to position itself as Central Asia’s next investment hub.
- Georgia runs a territorial system, and foreign income is untaxed.
- Oman now offers no personal income tax, no capital gains tax, just a flat 15% corporate rate.
- Anguilla gives you zero tax across the board with a flat fee to legally establish residency.
- Montenegro keeps income and corporate tax at 9%–15% and a straightforward residency process with EU accession on the horizon.
- Malaysia doesn’t touch foreign income, and the MM2H visa gives you long-term residency with no global tax drag.
- Portugal is planning a new tax 20% flat tax on local income and 10-year foreign income exemptions.

Canada’s Start-up visa provides a unique opportunity for business immigration. It was developed specifically for entrepreneurs and professionals who want to move to Canada.

One of the benefits of this program is getting a residency immediately after the application approval. You can then apply for citizenship after 3 years.

There are only 3 requirements in the program:

1. A business project that has support from the accredited Canadian investors. There may be up to 5 partners who can also apply for the residency if the application is approved. There are no requirements to wait for the start-up success; the documents can be submitted immediately after the business project approval.
2. There are minimal language requirements (CLB 5, mid-level) for English or French.
3. Usual health check requirements and absence of criminal records.

The New Zealand government earlier announced positive immigration changes. They relate to the AEWV (Accredited Employer Work Visa) and Active Investment Plus (AIP) investment residency programs.

The main changes for AEWV will be implemented throughout 2025 and include:
- expanding the interim work visa rights,
- the longer visa durations for lower-skilled workers,
- removing wage thresholds,
- reducing the minimum experience requirement from 3 to 2 years,
- and other essential changes.

For the AIP program, the Government’s changes will centre around the introduction of two simplified investment categories “Growth” and “Balanced,” replacing the current “weighted investment” approach.
- Growth category will focus on higher-risk investments and will retain the minimum investment requirement of NZ$ 5 million over three years, with a residence requirement of at least 21 days during these three years. Investing more than the minimum investment can reduce the residence requirement.
- Balanced Category will focus on mixed investments, re-introducing lower-risk investment options. The minimum investment amount will be NZ$ 10 million over five years, with an increased residence requirement of at least 105 days over five years.

The European Union has revamped its EU Blue Card program for 2025, making it easier for skilled professionals to live and work in Europe.

With reduced salary requirements, shorter contract durations, and simplified job-switching rules, this update is set to attract global talent.

This initiative is designed to attract global talent in sectors facing labor shortages, such as technology, engineering, and healthcare.

The EU Blue Card is valid in 25 EU countries, excluding Denmark and Ireland.

Key Changes in the EU Blue Card 2025:

1. Lower Salary Thresholds in several countries:
Germany: €48,300 annually (general) and €43,759.80 for shortage occupations.
Sweden: the new threshold is 1.25 times the national average salary, down from 1.5x.
Austria: The Monthly salary requirement has been reduced to €3,678.

2. Shorter Employment Contract Requirement:
The EU Blue Card now requires a minimum job contract of only six months instead of one year. This change makes it easier for skilled professionals to secure short-term employment while gaining work experience in Europe.
3. Experience-Based Eligibility
Previously, a university degree was a strict requirement. The 2025 update now allows applicants with at least three years of relevant work experience to qualify, particularly in high-demand sectors like IT, cybersecurity, and artificial intelligence.
4. Greater Mobility Across EU Countries
EU Blue Card holders can now move to another participating EU country after 12 months without losing the work authorization. This change allows professionals to explore better career opportunities, relocate for personal reasons, or work for multinational companies within the EU.
5. Easier Job-Switching Process
Certain EU countries, such as Sweden, now allow Blue Card holders to change employers without submitting a new visa application. Instead, they only need to notify immigration authorities about the job switch.
How to Qualify for an EU Blue Card in 2025?:

To be eligible for an EU Blue Card, applicants must have a contract for at least six months; earnings must meet the country-specific minimum threshold; have an education degree or 3+ years of relevant work experience; health insurance for both the applicant and dependents;
clean criminal record.

There are multiple benefits of the Cyprus Golden Visa, such as efficient procedure, no need to reside in the country and track to citizenship.

However, it requires the purchase of assets worth EUR 300,000 and a proof of newly updated annual income of EUR 50,000.

There are other options for those who want to live in Cyprus and benefit from what the country can offer. So if you are planning to stay in Cyprus for more than 3 months you can choose the following options:

- Cyprus residency visa Categories A to F. An immigration permit will be granted when the Immigration Control Board confirms these categories applicable to you to the Minister of Interior. The categories consider persons who intend to work as self-employed in various industries (agriculture, trade, mining, science), who have permanent employment, or pensioners/retired applicants with secured annual income. The categories have various necessary capital amounts.

- Work permits are renewable and require a verified employment contract and other documents such as criminal records, medical certificates, etc. There are separate requirements for special categories of employment like artists, domestic assistance, etc.

- Cyprus student visa is issued by the Civil Archive and Migration Department for a specific educational institution. School attendance is compulsory, and programmes and disciplines of study should be approved by the Ministry of Education and Culture. Student visas are issued only to full-time international students who are usually not allowed to work. The foreign student has the right to invite to Cyprus friends and relatives as guests by securing a bank deposit of 300 Cyprus pounds for each guest.

Note: Cyprus, along with Bulgaria and Romania, are EU member states that have not been accepted into the Schengen Area yet. However, the four countries have an agreement that allows visa-holders of one of those countries to enter any of the others without having to apply for a separate visa.
