It needs to be approved by the licensor before a single unit goes into production.
P&G, Nickelodeon, Netflix/MGM, Hasbro — they each have their own audit requirements, their own documentation, their own CAPA process if gaps are found on first inspection.
Importers who skip or rush this step don't just get delays. They get productions blocked. Licensor approval pulled. Inventory stuck in China while the EU launch window closes.
