Release of the 3rd Edition of the HKGBC Climate Change Framework & Certification Milestone
On 26 November 2025, the Hong Kong Green Building Council (HKGBC) successfully hosted the launch of the 3rd Edition of the HKGBC Climate Change Framework for the Built Environment alongside the Zero Carbon Ready Building Certification Presentation Ceremony. The event was graced by Mr. Tse Chin-wan, BBS, JP, Secretary for Environment and Ecology, and Dr. Cheung Tin-cheung, SBS, Chairman of HKGBC, with around 200 industry leaders and experts in attendance.
Certification Achievements
• 35 new certifications awarded, bringing the cumulative total to 100 certifications.
• Certified organizations span government departments, developers, property management, and the banking sector, including the Electrical and Mechanical Services Department, Sino Group, Great Eagle Group, Shui On Group, Hong Yip Service Co. Ltd., JLL, China Construction Bank, Citibank, and Hang Seng Bank.
• 5 projects received “Target Setting Certificates,” and 1 project was awarded the first-ever “Progress Certificate,” highlighting proactive industry action in low-carbon transition.
Highlights of the 3rd Edition Framework
• Revised by 46 industry experts, the new edition updates existing content and introduces a dedicated chapter on Biodiversity and Nature-based Solutions, addressing urgent global climate and ecological challenges.
• Calls on the industry to leverage green finance to tackle climate and ecological issues collaboratively.
• Since its initial release, the Framework has recorded over 45,000 downloads across 50+ regions worldwide, underscoring Hong Kong’s leadership in green building.
Looking Ahead
Through the Framework and Certification Scheme, HKGBC aims to encourage collective action against climate change and continue advancing toward Hong Kong’s 2050 carbon neutrality goal.
