BER Software Updates – Calculation Methodology & Regulatory Changes
Part 3 of 3
The latest BER software update is not just about new inputs and revised screens. Several changes have also been made to the underlying calculation methodology and regulatory framework used within the software.
Some of the key updates include:
✅ 2022 Technical Guidance Document L has been added to the Building Regulations options, providing support for assessments under the latest regulations.
✅ Domestic Hot Water calculations have moved from an annual methodology to a monthly methodology.
✅ Space Cooling calculations have also moved from an annual to a monthly methodology.
✅ Group heating terminology has been updated, with Distribution Loss Factor replaced by Network Distribution Loss.
✅ Distribution heat losses are now described more explicitly as heat loss from the distribution system outside the dwelling, providing clearer terminology for communal and network heating systems.
While some of these changes may not alter day-to-day data entry significantly, they represent important updates to the way the software performs calculations and reflects current building regulations.

The changes are now live.
From 24 May 2026, a simplified Building Energy Rating (BER) scale has come into effect for domestic buildings in Ireland.
The BER scale has moved from 15 rating levels to a simplified 8-level scale:
A0, A, B, C, D, E, F, G
Sub-categories such as A1, B2 and C3 have been removed, with A0 introduced as a new category for the most energy-efficient buildings that do not use fossil fuels.
These changes are being introduced under new regulations implementing the EU Energy Performance of Buildings Directive (EPBD), helping align Ireland’s building energy performance standards with those used across Europe and making BER information clearer and easier to compare.
Updated BER certificates are also now being issued, including additional information on energy use, renewable energy contribution, carbon emissions and direct access to BER information and upgrade guidance through a QR code.
We will be sharing a number of posts over the coming weeks looking at some of the key changes and what they may mean for assessors, homeowners and the wider industry.

⚠️ Thinking of applying for an SEAI grant? Read this first!

I speak to a lot of homeowners who assume they’ll qualify for SEAI home energy grants—but a few common mistakes can catch people out and delay (or even lose) their funding.

Here are some key things to watch:

🔹 Don’t start work before approval
If you begin any upgrades before your grant is officially approved, you won’t be eligible—no exceptions.
🔹 Use a registered contractor
SEAI requires works to be carried out by approved, registered contractors. Choosing someone unregistered can invalidate your grant.
🔹 Get your paperwork right
Missing documents or incorrect details can slow everything down or lead to rejection. It’s worth double-checking everything before submitting.
🔹 Plan your BER properly
A post works BER is required for all SEAI grants—timing this correctly is key to a smooth process.
