Why is the next appointment to submit a visa application so far away?

The number of resources available to process visa requests at the U.S. Embassies and Consulates is now constrained due to limited capacity.
Although there is currently a sizable backlog, they intend to increase the number of applications processed and the availability of visa interview slots as soon as possible.
