One of India's leading fashion and lifestyle companies recently expanded into the GCC, and like most Indian retailers making that move, the UAE was the first market on the list. UAE retail compliance is harder than it looks from outside because nothing about it is uniform. Federal law sets the baseline, but each of the seven Emirates adds its own layer, trade licensing, municipal approvals, labour and customs requirements that shift depending on where the store opens.
That's the ground the team at MSA worked through with this client. We approached it Emirate by Emirate rather than treating the UAE as one market with one set of rules, mapping trade licensing, store setup, labour, customs, and consumer protection against where the client actually planned to open. What came out of it was a compliance framework the client could use to plan the rollout itself, timelines, approvals, and the order in which each Emirate needed to be cleared.
The mistake we see most often with Indian retailers entering the GCC is assuming the UAE behaves like one country when it actually runs like seven.

A compliance calendar marks when something is due. Whether the organisation is actually ready for that date is a separate question, and every filing season exposes the gap between the two.
Teams may have every due date marked, reminders scheduled, and responsibilities assigned. Yet delays and last-minute clarifications still happen because ownership often begins and ends with the deadline.
