To,
Shri Narendra Modi*
Hon’ble Prime Minister of India*
Prime Minister’s Office*
South Block, Raisina Hill*
New Delhi – 110011*
*Sub: Grave concern regarding NEET paper leak incidents – Request for exemplary punishment under stringent laws & comprehensive relief package for affected students to secure future of India’s younger generation*
*Respected Pradhan Mantri Ji,*
*1. Subject Matter*
The repeated incidents of NEET-UG paper leaks across several states have shaken the faith of 25+ lakh students and their parents. This is not merely an exam scam but a direct attack on the future of India’s younger generation and the credibility of our education system.
*2. Impact on Nation & Youth*
1. *Mental Trauma:* Lakhs of honest students who prepared for 2-3 years are facing severe depression, anxiety and loss of precious academic years.
2. *Financial Burden:* Poor & middle-class families spend ₹2-5 lakh on coaching, hostel, travel. Re-exam means double burden.
3. *Brain Drain:* Loss of faith in system forces bright students to look abroad, weakening Atmanirbhar Bharat vision.
4. *National Security Angle:* Organized gangs, interstate mafia and money laundering are involved. This is a threat to meritocracy.
*3. Our Humble Requests*
*A. Exemplary & Deterrent Punishment*
1. *Treat as Anti-National Crime:* NEET paper leak mafia should be booked under stringent provisions akin to UAPA/Anti-National Activities. This is economic & psychological terrorism against 25 lakh families.
2. *Fast-Track Courts:* Special courts to complete trial in 6 months with minimum 20 years rigorous imprisonment + property confiscation of all culprits, coaching mafias, and complicit officials.
3. *Lifetime Ban:* Any student found guilty of using leaked paper should be permanently debarred from all Govt jobs & professional courses.
*B. Immediate Relief for Honest Students*
1. *Free Re-Exam:* NTA should conduct re-exam within 45 days at Govt cost. No fee from students.
2. *Compensation Package:* ₹50,000 per affected student to cover coaching, travel, mental health counselling. Special fund from PM-CARES or Education Cess.
3. *Grace Marks/Age Relaxation:* 1 year age relaxation + 10 grace marks for all students who appeared in compromised centres, to compensate for trauma.
4. *Mental Health Helpline:* 24x7 dedicated NEET Counselling Helpline under Ministry of Health for students.
*C. Systemic Reforms for Future*
1. *Technology Secured Papers:* End-to-end digital encrypted papers, AI-based monitoring, jammers at all centres.
2. Accountability of NTA/Officers:* Criminal liability on Centre Superintendent & NTA officials if leak occurs from their jurisdiction.
3. *Public Disclosure:* Name & photo of all arrested accused on NTA website to create social deterrence.
4. Why This Matters for Viksit Bharat @2047
Sir, you have rightly said “Youth is the power of New India”. If merit is murdered in exam halls, we cannot build a Viksit Bharat. Strong action today will give confidence to crores of students that this Govt stands with honesty.
We request your personal intervention so that “Pariksha Pe Charcha” becomes “Nyay Pe Charcha” for NEET victims.
With Deep Respect & Hope,
Rajesh Kumawat
