• ORANGE: Orange Category Units (pharma, EV components, agritech, cold chain): CTE and CTO required from HSPCB. Typically granted within 30-60 days via HEPC single window.
• RED: Red Category Units (chemical processing, battery manufacturing, certain biotech): Environmental Impact Assessment (EIA) clearance required from MOEF. Timeline: 3-6 months. Only applicable to a small subset of proposed uses.
