The Hidden Cost of Surveillance: Cyber Profiling in Kenya

As Kenya rapidly digitizes government services through platforms like eCitizen and Huduma Namba, the risk of cyber profiling has grown alarmingly. Cyber profiling—the mass collection and analysis of citizens' online data, communications, and digital footprints—poses serious threats to ordinary Kenyans.

First, it undermines privacy. Every M-Pesa transaction, WhatsApp message, and browser search can be tracked, stored, and analyzed without explicit consent. This creates a chilling effect, where citizens self-censor out of fear of being flagged for holding unpopular opinions or engaging in legitimate activism.

Second, profiling enables targeted harassment. Whistleblowers, journalists, and political opponents may find their digital history weaponized against them—through extortion, intimidation, or fabricated charges. The 2018 surveillance revelations showing foreign spyware on Kenyan networks highlighted how easily citizen data can be abused.

Third, data breaches are inevitable. Government databases are attractive targets for hackers. When vast profiles of citizens' behavior, associations, and locations are leaked, victims face blackmail, stalking, or discrimination by employers and lenders.

Finally, cyber profiling reinforces systemic inequality. Vulnerable groups—including protesters, LGBTQ+ individuals, and ethnic minorities—can be disproportionately targeted for monitoring.

Without robust data protection laws and independent oversight, Kenya risks trading freedom for a false sense of security. Citizens must demand transparency and the right to digital dignity.
