East Africa Conference Builds Next Generation of Innovators and Entrepreneurs by Africanbrains.net

More than 100 rising African leaders met in Nairobi, Kenya, for U.S. President Barack Obama’s Young African Leaders Initiative (YALI) Mandela Washington Fellowship East Africa Regional Conference last week. Discussions focused on issues of regional integration, inclusive development, youth entrepreneurship, and peace and security across East Africa.

The conference drew over 100 participants from Kenya, Burundi, Central African Republic, Congo, the Democratic Republic of the Congo, Djibouti, Eritrea, Ethiopia, Rwanda, Somalia, South Sudan, Sudan, Tanzania, and Uganda. The Mandela Washington Fellows participated in discussions on philanthropic responsibility, leadership pathways and the future of African leaders. The event was held June 7-9 in Nairobi, Kenya.

The Mandela Washington Fellowship brings 500 young African professionals from across the continent to U.S. universities for six weeks of leadership training in business and entrepreneurship, civic leadership, or public management. Competitively selected for this prestigious program, the fellows represent the continent’s emerging generation of entrepreneurs, community leaders, and public officials.

The conference placed heavy emphasis on entrepreneurship, gearing up for the 2015 Global Entrepreneurship Summit to be held in Kenya in July. It also enabled fellows to work with partners to showcase their projects and ideas on regional and global platforms.

U.S. Ambassador to Kenya Robert F. Godec urged Fellows “to engage across borders and as with the private sector…The next generation of leaders in East Africa must inspire future leaders to be agents of change.” He noted that “President Obama will visit Kenya as part of the first-ever Global Entrepreneurship Summit in Sub-Saharan Africa. The opening of the Regional Leadership Center, YALI and the Global Entrepreneurship Summit, all represent President Obama’s commitment to invest in the next generation of African leaders, empowering youth to bring about change.”

Charlene Migwe, a Mandela Washington Fellow from Kenya, cited the advantages of the international conference. “The Regional Conference provided fellows with the opportunity to cement what they have started, grow regional partnerships and inspire a new generation of leaders, entrepreneurs and innovators.”

National Youth Service to recruit warriors in the North Rift to address security challenges

The government will deliberately enroll youths from warring communities in the North Rift into the National Youth Service to address security challenges in the region, Deputy President William Ruto has said.

He said creating opportunities and providing gainful employment was among a raft of measures lined up by government to solve problems facing young people in the country.

“We want to bring the National Youth Service on board to train our young people and provide them with skills that can assist them earn income in the right way,” he said.

He was speaking during a security meeting at his Karen residence that comprised members of parliament, Counties security commanders, security CS Joseph Nkaissery and Inspector General of police Joseph Boinett.

The leaders were from Baringo, Samburu, Turkana, West Pokot and Laikipia Counties.

The Deputy President noted that warriors from specific areas will be targeted in the NYS recruitment exercise.

He said similar programs targeting the youth in different parts of the country will be rolled out soon.

The leaders asked the government to fast track audit of the National Police Reservists (NPR) to remove bad elements especially those engaging in criminal activities.....

Kenya is Increasing Spending on Security to Encourage Tourism

Kenyan Treasury Secretary Henry Rotich announced a 2-trillion-shilling ($21 billion) budget in which he increased spending on security to help the country’s tourism industry rebound and promote economic growth.

Rotich boosted expenditure on security by 12 percent to 223.9 billion shillings for the year starting July 1, of which 112.5 billion will go to the army and intelligence gathering, while 102.4 billion shillings will be allocated to the interior ministry responsible for the police.

“Tackling insecurity decisively remains the top priority of the government’s strategy to sustain the growth momentum of the economy while creating jobs,” Rotich said in his 2015-16 budget speech Thursday in the capital, Nairobi.

Tourism in Kenya, East Africa’s biggest economy, generates about $1 billion of foreign revenue for the government, second only to tea exports. The industry has been hit by a series of attacks by Islamist militants over the past 2 1/2 years that left at least 516 people dead. Tourist arrivals fell 11 percent last year because of the killings.

Kenya serves as a regional hub for global companies such as Google Inc., Toyota Corp. and Coca-Cola Inc. The $55.2 billion economy is forecast to expand 7 percent in 2015 from 5.3 percent in 2014 on increased investment in infrastructure, lower energy prices and a rebound in tourism.

The budget for improving security will including funding the purchase of more vehicles and equipment, and improving the welfare of officials in uniform. In addition, Rotich proposed spending 5.2 billion shillings to boost tourism.

The government has blamed insecurity and the poor performance of food production for lower-than-projected economic growth.

“The Kenyan authorities are aware that further efforts need to be made to bolster security, particularly as the impact from increased insecurity has undermined the tourism sector that is a major generator of FX and employment,” said Angus Downie, London-based head of economic research at Ecobank Transnational Inc. “A sustained improvement in the level of security will help strengthen investor confidence” and boost investment inflows.

Revenue is forecast to increase 17 percent to 1.36 trillion shillings, reducing the budget deficit including grants to 8.7 percent of gross domestic product from 10.1 percent. The government plans to finance the 570.2 billion-shilling deficit by borrowing 340.5 billion shillings offshore and 229.7 billion shillings in the domestic market.

Revenue Measures

Measures including an increase in the fuel levy by 3 shillings per liter of gasoline and raising import duties on sugar to $460 per metric ton from $200 were announced to boost revenue.

“The revenue collection target for the current budget year is unlikely to be met as new tax rules have faced delays in implementation –- particularly capital gains tax on transactions –- and efforts to broaden the tax base have had only limited results,” Clare Allenson, sub-Saharan Africa analyst at Eurasia Group, said in an e-mailed note.

Rotich announced that the 5 percent capital gains tax on share transactions introduced on Jan. 1 would be scrapped and replaced with a withholding tax instead.

Kenya’s expenditure on developing infrastructure includes 143.9 billion shillings going to a railroad under construction between the port city of Mombasa and Nairobi. About 132.2 billion shillings will be spent on the expansion and maintenance of the road network, and 55.2 billion shillings on developing the energy industry.

KENYA TO HOST REGIONAL SPY CENTRE

Nairobi — Kenya will host a regional intelligence focal point for countries along the Northern corridor to coordinate sharing of information on security challenges in the region.

The Joint Intelligence Centre in Karen will bring together spies from Kenya, Uganda, Rwanda and South Sudan in a bid to combat terror threats, cyber crime, human trafficking among major security threats within the corridor.

The centre was adopted by the respective security ministers with Kenya's Joseph Nkaissery saying the cooperation will include enhancement of border protection.
"This will include joint training on investigation gathering," he stated. "We want to come out with solutions of how we can manage security within the Northern corridor."

Uganda Minister for Internal Affairs General Nyakarima Aronda on his part said a common approach to security challenges will help improve the situation.

"All development if based on good security and safety of people... we want to ensure this happens by making a good strategy of prevention," he stated.

Also present was Rwanda Internal Minister Gen. Nyakairima Aranda who also supported the move.

Kenya is expected to reap highly from hosting the centre, the major security challenge being terror posed by the Al-Shabaab militia who have consistently launched attacks mostly in the North Eastern region.

Kenya also hosts the largest refugee camp, Dadaab that is believed to be a breeding ground for terrorist and radicalization of youths.

Already reports indicate that tens of youths in the country have joined the group but the government has since started a de-radicalization programme.

Both Kenya and Uganda have their Defence Forces in Somalia a move that has provoked the terror group.

Al-Shabaab has launched a retaliation campaign to pressurize the Kenyan government to withdraw its forces that continue to destabilize the group and controls Kismayu port, what used to be their operational ground.

Proliferation of illicit small fi****ms in the country due to the war in Somalia has worsened the situation, a similar scenario for the country within the Northern corridor.

In Kenya, police confiscated 5,000 illegal arms since 2011 to date, although the numbers of illegal arms in the hands of civilians remains high in the country at 500,000.

Director of Kenya National Point on Small Arms and Light Weapons William Sayia on Thursday said more effort is being made to reduce the numbers of illegal arms in the hands of civilians which have been attributed to insecurity experienced in most parts of the country.
Among the measures put in place include marking of State owned fi****ms, which he said already 90 percent are marked, to ensure they are not used to commit crime.

"One of the reasons the marking of State owned firearm is being enhanced is this element of accountability," he stated. "This will curb the use of licit fire arm.

Since we started marking the firearm, there have been very minimal cases of state fire arm being used to carry out criminal activities."

Cattle rustling, which has since turned commercial has also escalated due to easy access of firearm but Kenya Interior Secretary said already a disarmament exercise is already under way in the areas affected....

ISRAELI FIRMS SEEK TO OFFER SECURITY EXPERTISE IN KENYA

NAIROBI, Kenya, May 20 – Ten privately owned Israeli firms are currently in Kenya studying cases of insecurity in a bid to offer their expertise.
The companies are specifically interested in offering consultancy services to key government and private installations in the country amid numerous terror threats.

Israeli ambassador to Kenya Yahel Vilan says Kenya was picked among other African countries due to its strategic position and its porous borders with troubled nations.

“Israel has developed expertise tactically in almost all aspect of homeland security; we don’t want to limit ourselves in this,” he told journalists on Wednesday. “We will engage the Government of Kenya at a later stage.”

The companies enjoy vast experience in issues of security ranging from terror, cyber crime, VIP protection and intelligence gathering for both civilian and the military.

The ambassador was addressing journalists after opening the Israeli Homeland Security Business Seminar in Nairobi.

Israel just like Kenya is grappling with terrorism that continues to claim innocent lives.

In Kenya, 312 people were killed in terrorism-related attacks between 2012 and 2014, according to a police report released this year.

Police said terror attacks in the 24 months also left 779 people injured, with counties bordering Somalia being the worst hit.

The year 2014 had the highest number of deaths resulting from terror attacks at 173, with Lamu County accounting for 67 deaths, while Mandera saw 64 people killed.

Just recently, 147 people were killed at Garissa University College in one of many attacks attributed to the Al-Shabaab terror group.

This week’s seminar that also involves Kenya private security firms will focus on security threats such as cattle rustling, money laundering, tribal conflicts, political and civil unrest and corruption.

A new survey by a private security company, Warrior Insight in collaboration with Research Solutions Africa indicates that majority of Kenyan companies at 90 percent see terror related risks and theft of assets as their major security threat.

The research also identifies cyber crime, mobile scams and violent crime as other security concerns raised by business owners at 70 percent who pointed out that security had deteriorated over the last two years.

Institute of Professional Security Studies, Executive Director, Julius Githiri said the country has to engage all players including the private sector in securing the country.

“We must appreciate that the Government has a new constitution to implement but it is a question of how quickly we can be able to bring the stakeholders together in managing security issues that matters,” he said.

He called for a multi-sectoral approach in fighting the menace saying, “Kenya is an interesting place because Nairobi is a hub in the continent.”

The security sector has recorded increased activity with the entry into the market of global giants while it is also becoming lucrative with the companies conducting exploration of oil and other mineral resources in the country.

With devolution, he said the sector has become more vibrant with various Counties hoping to attract investors, “but must do so in a secure environment.”

Some of the Israeli companies include Dignia, Magal S3, Mer Group, Security Division, Mifram, NICE, and ORAD. Others include Terrogence, Supercom and X-test.

Terrogence is a private web intelligence company that focuses on detecting and verifying terror.

EAST AFRICAN STATES LAUNCH JOINT MILITARY FORCE

Ten East African nations have launched a joint military force aimed at improving security in the region and supporting African Union’s (AU) missions.

The African Standby Force (ASF) was launched in the central Ethiopian city of Adama on Saturday after almost a decade of planning and preparation.

The force consists of up to 5,200 troops from the African countries of Burundi, Comoros, Djibouti, Ethiopia, Kenya, Rwanda, Seychelles, Somalia, Sudan and Uganda.

Ethiopian Prime Minister Hailemariam Desalegn welcomed the launch of the ASF, describing it “a significant development as it demonstrates the commitment by a group of countries to contribute their fair share to tackling security challenges in Africa.”

According to Rwandan Defense Minister James Kabarebe, the military force will respond to security challenges posed by armed and terrorist groups, illicit drug trade, local uprisings, and ethnic conflicts, etc.

In addition, the ASF is expected to conduct peacekeeping operations across the African continent.

“We now have what it takes to respond to these challenges,” said Kabarebe.

The formation of the ASF was proposed by the African Union in 2002 and was supposed to be launched eight years later; however, the date was postponed repeatedly. The delays were reportedly caused by conflicting interests among the force’s member states.

KENYA TIGHTENS SECURITY IN MANDERA AFTER DEADLY ATTACK

Kenya has tightened security in the northeastern city of Mandera, following a bloody attack by members of the Somalia-based al-Shabab group.

Vice-President of Kenya William Ruto tasked all security departments with searching for and hunting the perpetrators of the assault. Ruto has also urged the public to stay alert and cooperate with security forces.

David Kimaiyo, the inspector general of the country’s National Police Service, said on Saturday that security measures have been intensified in the area, adding more policemen will be deployed to the area.

“I want to assure the people and the residents of Mandera that the security will be announced, and the amount of officers will be deployed in the particular area,” Kimaiyo stated.

Suspected members of al-Shabab executed 28 people in an ambush on a bus in the northeastern Kenyan city on Saturday.

Speaking on condition of anonymity, two police officers said that the bus, which was traveling to the Kenyan capital, Nairobi, with 60 passengers on board, was hijacked on Saturday some 50 kilometers (31 miles) from the town of Mandera near the Somali border.

Kenya currently has over 3,000 soldiers stationed in southern Somalia, where they have been battling al-Shabab. The country sent troops into Somalia in late 2011, after al-Shabab carried out a series of raids inside Kenya.

The African Union Mission in Somalia has pushed al-Shabab out of the Somali capital, Mogadishu, and other major cities. The mission is made up of troops from Ethiopia, Uganda, Burundi, Djibouti, Sierra Leone and Kenya.

President to KDF - Embrace Modern Technology to Combat Security Challenges

Nakuru — President Uhuru Kenyatta has urged the Kenya Defence Forces (KDF) to embrace modern technology to combat security challenges.

He said rapid technological changes required innovative skills to deal with challenges posed by terrorism, religious extremism and intolerance.

"These challenges demand innovative approaches. The first is to advance the knowledge and skills of our officers, so that as leaders they can understand and respond to the challenges of a world awash with terrorism, religious extremism and intolerance," he said.

The President spoke when he presided over the commissioning of officer cadets at the Kenya Military Academy in Lanet, Nakuru County. The officers form the second group of cadets under the Bachelor of Science in Military Studies degree programme that commenced in October 2011.

He said the military studies degree programme offered at the academy is aimed at equipping officer cadets with the knowledge and skills that will strengthen their effectiveness as commanders and leaders of the KDF.

"I wish to commend the partnership between Kenyatta University and the Ministry of Defence, which has seen the successful implementation of the Bachelor of Science in Military Studies degree programme and the launch of the Masters of Science in Strategic Studies degree programme," he said.

The programme, he added, gives cadets a broad liberal education designed to produce versatile, creative and critical thinkers who will be quick to adjust to the rapid changes and challenges they faced in their careers.

President Kenyatta said the programme has also been revised to tackle the challenges faced in the initial implementation and to also adapt to the changing challenges that relate to security.

"I am glad to see that after the first cycle of the degree training, which culminated in eight officers earning first class honours, the programme has now been reviewed. Those who stand before us are the products of this even more rigorous training," the President added.

President Kenyatta, who earlier opened a modern Cadets' messing and accommodation building at the military academy, said Kenyans deeply appreciated the work of the Kenya Defense Forces in operation LINDA NCHI.

He lauded Kenyan military personnel for their effective role in United Nations peacekeeping missions across the world, saying that was enough proof of the respect the country's uniformed forces earned from the United Nations and the Security Council.

"Confidence shown in our troops by our people, as well as our friends and neighbours shows the high standard of our military training and professionalism we have attained," he said.

He welcomed the military's cooperation with neighbours and friends in the region, particularly Uganda, Tanzania and Rwanda in diverse training programmes.

"I congratulate the officers from these countries who are commissioning today, and, with brotherly affection, wish them the very best in their careers," the President said.

He added: "Let me also note with appreciation that the number of female officers commissioned today is larger than in previous intakes. This goes to show my Government's commitment to equal opportunity for every Kenyan."

The President reminded Kenya Defence Forces of its responsibility to defend the country's national sovereignty and territorial integrity with high levels of professionalism and ethics.

President Kenyatta said: "Your success will depend on your integrity, your discipline and your loyalty not only to the country and the government as prescribed in the oath of allegiance you have just sworn, but also to your superiors, peers and subordinates."

"Kenyans have bestowed a great trust upon each of you. Their hope is that you will never betray that trust," he added.

The President said KDF remained a symbol of the country's nationhood and a model of integration.

"The relationship between members drawn from diverse communities of Kenya, living and working together for a common national goal is a manifestation of what our country has the potential to be. If only we set aside our divisions," President Kenyatta said.

He, once more, paid tribute to officers who have fallen in the line of duty, saying their example of dedication will always live in Kenyans' memory
