By the time data collection begins, three decisions have already fixed the ceiling on the quality of your study, that is, the research questions, the sampling strategy, and the measurement approach.
No amount of clever analysis can rescue a design that asked the wrong question of the wrong people with the wrong instrument.
However, in practice, design gets days while fieldwork gets months. Teams inherit questionnaires from previous projects, sampling frames go unexamined, and โwe will sort it out in analysisโ becomes an unofficial methodology.
(1) What decision will this evidence inform?
(2) Who must the findings represent, and does the sample achieve that?
(3) Would two reasonable researchers measure the key concepts the same way?
If any answer is fuzzy, the budget conversation is premature.
