Open data is one of the most powerful yet underutilized resources in Monitoring, Evaluation & Learning (MEL).

There are vast amounts of data that are freely available—from national statistics offices, global development databases, climate and geospatial platforms, to conflict and economic monitoring systems. Yet much of this data remains untapped in program design, monitoring, and evaluation.

When used effectively, open data can strengthen MEL by providing deeper context, broader evidence, and real-time insights that support better decision-making.

This is where AI becomes a powerful enabler.

By processing and integrating large open datasets, AI can strengthen MEL systems by supporting:

🔹 Baseline & Context Analysis – building rich contextual understanding using demographic, economic, and geospatial datasets.

🔹 Monitoring External Risks & Trends – tracking climate shocks, conflict dynamics, food price volatility, and other external factors that affect program outcomes.

🔹 Supporting Impact Evaluation – expanding the evidence base by combining program data with population-level and administrative datasets.

🔹 Informing Strategy & Program Design – enabling organizations to design more responsive and resilient interventions.
