That corruption survey says people pay an average of 6,000/- as a bribe to get KRA pin. Whom are they paying this bribe to? The cyber attendants? Isn’t this a matter of kubonyeza computer and you have a PIN generated in minutes? Quite an interesting survey.

A short reflection on CBC.

There are studies that are now showing that countries that have adopted skills-based curriculum are showing a decline in student performance (measured by PISA test scores). Such countries include Finland, Scotland, New Zealand, and Australia.

On the other hand, countries such as England and Estonia that have adopted knowledge-based curriculum are showing improvement in performance mathematics, reading and science.

Kenya has adopted a skills-based curriculum via the CBC. What does future hold for economies like Kenya that adopt such curriculum compared to those that go with the knowledge-based curriculum?

We, in collaboration with OneMinute Ltd ~ a Tanzanian-based research firm ~ are conducting an endline survey in Arusha region, Tanzania.

The project, Making Change Together, is funded by Cartier Foundation and the program is being implemented by Hand in Hand East Africa- Tanzania.

The program has a research component that seems to assess the impact of male engagement in women programming.

This research element is led by the International Center for Research on Women (ICRW), a US-based think-tank.

Does the bride price hurt women? According to this research, it doesn't. But listening to the methodology used in the study, we may need the full report to be sure. How "being hurt" is measured is a bit problematic.

Just because husbands that paid higher pride prices do not support domestic violence, we cannot assume that bride price then doesn't hurt women. This sounds like an impact study and, therefore, seems to suffer from the problem of counterfactual.

A study in Brazil shows that:

1. Tax revenues improve health and educational infrastructure as well as quality. Non-tax revenues do not have a significant effect on both education and infrastructure.

2. Tax revenues do not have a significant effect on corruption. Non-tax revenues have been shown, elsewhere, to lead to increased corruption.

Conclusion:

Aid meant to improve tax capacity of developing countries help the countries in improving their spending on health and education and leads to less corruption.

In other words, aid should be targeted at helping improve tax capacities of developing countries, not directly to development programs.

AGGREGATE POLL SCORE FOR KENYA'S PRESIDENTIAL ELECTION

There are several methods available for aggregating polls. One can use a simple average of polls to come up with an aggregate share of vote for each candidate or use other more complex methods to achieve the same goal. A simple average is, however, unreliable given the scarcity of data, sample size differences, differences in margins of errors, poll accuracy differences, and pollster biases. We, therefore, adopted a weighted approach employed by Kenneth Bunker and Stefan Bauchowitz in Chile.

The method takes account of each poll’s margin of error, the accuracy of the pollster, and the time at which the poll was fielded. As reported in Table 1, all the four pollsters report both the margins of error and the time the polls were conducted. However, to calculate the accuracy of the pollster, prior information on how accurate a pollster predicted a previous election is important.

We used the 2013 presidential election to come up with the accuracy scores. Among the four firms, only Infotrak and Ipsos conducted polls prior to the 2013 presidential election. The other two firms are, therefore dropped from the aggregation sample for lack of data.

Here are the results in the chart. The table shows how the aggregate score compares with the other pollsters.

Infotrak Research & Consulting of Stella Ambitho conducted a poll between 24th February and 2nd March 2017 on “Political Party Popularity & NASA Alliance”. With a sample of 1500 respondents, the results are as follows;

POLITICAL PARTY POPULARITY

1. The most popular party in Kenya is Jubilee Party (36%) followed by ODM (22%) and Wiper (3.4%).

2. Both Chama Cha Mashinani (of Gov. Isaac Ruto) and Maendeleo Chap Chap (of Gov. Alfred Mutua) are more popular that KANU.

3. Jubilee is most popular in Central (70.9%), Rift Valley (48.9%), Eastern (30.3%), and Nairobi (33.2%).

4. ODM is most popular in Nyanza (60.3%), Coast (34.5%), N. Eastern (30.6%), and Western (24.5%).

5. Jubilee has more following in Nyanza (17.6%) than in Western (11.3%).

6. Top 4 most popular parties in Western are ODM (24.5%), Jubilee (11.3%), Ford Kenya (10.6%) and Amani National Congress (2%).

POLITICAL COALITION POPULARITY

1. 40% feel close to Jubilee coalition while 32% feel close to NASA. Rest are undecided or feel close to none of the two coalitions.

2. NASA is most popular in Nyanza (69.3%), Western (45.0%), N. Eastern (44.4%), and Coast (39.6%). Jubilee is popular in Central (71.4%), R. Valley (50.6%), Eastern (40.2%), and Nairobi (38%).

SUPPORT FOR FORMATION OF NASA COALITION

1. 65% of Kenyans support the formation of NASA while 25% do not.

2. The support of NASA formation across political parties is ODM (97.4%), Wiper (92.4%), Ford-K (93.8%), and Jubilee (50%).

3. Regional support for NASA is as follows: Nyanza (82.9%), Western (72.8%), Eastern (68%), Nairobi (65.8%), Coast (63.3%), R. Valley (62.6%), N. Eastern (58.3%), and Central (45.7%).

RECOMMENDED NASA FLAGBEARER

1. 68.3% of NASA supporters want Raila Odinga as the presidential candidate, 13.1% want Kalonzo while 12.3% want Mudavadi.

2. 27.3% of Jubilee supporters want Musalia Mudavadi as the presidential candidate, 26.5% want Raila Odinga while 24.6% prefer Kalonzo.

3. Overall, Raila Odinga is the preferred presidential candidate (41.6%) followed by Musalia Musavadi (21.6%) then Kalonzo (18.2%).

4. Among the NASA supporters, Raila is preferred in Coast (84.9%), N. Eastern (75%), Eastern (47.4%), Rift Valley (64.2%), Western (59.1%), Nyanza (81.6%), and Nairobi (67.9%). In Central, Raila and Mudavadi tie at 40%.

5. Among the Jubilee supporters, Raila is preferred in Coast (25.7%), N. Eastern (54.5%), Central (25.9%), Nyanza (46.9%), and Nairobi (26.9%). Musalia Mudavadi is preferred in Rift Valley (36.7%), and Western 40.9%. Kalonzo is preferred in Coast (25.7%), Eastern (38%), and Nairobi (31.3%).

6. Overall, Raila is preferred as a NASA presidential candidate in 6 of the 8 regions. Kalonzo is preferred in Eastern (39%) while Raila and Mudavadi tie in Rift Valley (34%).

7. Central Kenya and Rift Valley prefer Raila as the candidate just as much as they do Mudavadi.

QUALITIES OF NASA CANDIDATES

1. Among NASA supporters, Raila is most preferred as candidate for his experience and track record (51.8%) and his popularity (16.3%).

2. Kalonzo is preferred for he is considered peaceful (28.1%).

3. Moses Wetangula is considered to have a better manifesto (18.2%), is the most courageous of the four (9.1%), has a good political network (9.1%) and is different (9.1%). His ethnic/religious inclination (18.2%) is also one of the most valuable assets for him.

4. Musalia’s biggest assets are integrity (14.8%), intelligence (8.2%), acceptance across the whole country (8.2%), and is non-tribal (3.3%).
