A veteran Educator , Mother
Fatuma is an educator, strategist, and advocate for women's rights and security.

She has held various leadership roles, including Commissioner at the Independent Policing Oversight Authority (IPOA), where she chaired the committee on inspections and police operations.

She was also involved in the National Constitutional Conference, the Task Force on Devolved Government, the Political Parties Dispute Tribunal, the IEBC recruitment panel, and the National Education Board.

She is a consultant with Adam Smith International in Somalia, a leader in the National Muslim Leaders Forum (NAMLEF), and was part of the IRCK’s situation room during the last elections.

Shamis Salah Musingo is a seasoned development professional with over 25 years of experience, where she has built a distinguished career at the intersection of strategy, operations, and inclusive development. Born and raised within a Somali cultural context, Shamis brings a deeply personal understanding of the experiences and realities faced by Somali women — both in the region and in the diaspora.

Currently serving as an Operations Officer supporting Somalia-focused programs, Shamis works on a complex portfolio in one of the world's most challenging Fragility, Conflict, and Violence (FCV) environments. Her career has spanned roles across Kenya, Somalia, Rwanda, Uganda, and Washington D.C., where she has been recognized for her leadership, mentorship of emerging professionals, and commitment to translating policy into tangible impact for communities.

Beyond her professional accomplishments, Shamis is a passionate advocate for women's wellness, resilience, and empowerment. She holds a Master of Arts in Advanced Disaster Management and a Bachelor of Arts in Economics and Sociology from the University of Nairobi - academic foundations that inform her holistic understanding of the social, economic, and health dimensions of women's lives.

Shamis is honoured to be part of the Caafiya Women's Wellness community And GSEF a space she believes is vital for fostering open, culturally sensitive conversations about the topics that matter most to Somali women: mental health, relationships, reproductive health, and life transitions.

Where is the Profit? Investing in Farms vs. Vanity Real Estate.

What makes more sense: Investing $500,000 to build a luxury villa in a remote hometown, or investing that same capital into a local food processing factory that generates millions?" 📉

The answer might shock many diaspora investors who have spent years pouring money into brick and mortar.

At the GSEF 2025 panel, H.E. Mohamed Ware (IGAD Deputy Executive Secretary) dropped a heavy reality check for our community:

"Capital is dispassionate about the things we hold dear—patriotism, country, going back home. These are emotional things. Capital doesn't care. It only focuses on risk and return on investment."

Every year, millions of hard-earned diaspora dollars are locked up in empty "vanity real estate" in towns like Dinsoor. While driven by genuine love for the homeland, these buildings offer zero economic return.

If we want real, lasting change, our mindset must shift from consumption to production.

Instead of an empty villa, that same $500k capital could fund:
🌾 Modern sorghum processing facilities.
🚜 Productive agricultural value chains.
🏗️ Local infrastructure that actually creates jobs for our youth.

Our biggest challenge isn't a lack of money; it's investment environment design. We need to build better, safer frameworks that de-risk local production so that capital naturally flows where it builds a future.
