NEW VERSION OF RESIDENCE BREAK-INS
SECURITY ALERT: High-Risk Criminal Impersonation Syndicate
🕳To: National Police Service (NPS), Private Security Regulatory Authority (PSRA), Estate Management Associations, and the General Public.
🕳Subject: Urgent Alert regarding Armed Criminals Impersonating Utility Personnel (Kenya Power).
🕳Date: December 23, 2025
🕳Priority: High / Immediate Action Required
🌑Executive Summary
■A sophisticated criminal syndicate is currently operating within residential areas, specifically targeting gated communities and estates under the guise of Kenya Power (KPLC) emergency maintenance teams.
■These individuals are armed, highly organized, and utilize branded vehicles to gain entry during late-night hours.
🌑Modus Operandi (Method of Operation).
■Based on verified reports from Shanzu and Sirad City Apartments (Mombasa/Coast Region), the group utilizes the following tactics:
■Timing: Operations occur between 1:00 AM and 3:30 AM.
■Transportation: Use of vehicles branded with Kenya Power logos to lower the guard of private security.
■The Team: Groups of 6 to 10 individuals. Typically, several wear overalls (mimicking technicians) and at least one individual is dressed in an army/military uniform to project authority and intimidate guards.
■The Ruse: They claim a "meter emergency" or the need to "check electrical faults" to gain gate access.
■Threat Level: High. These individuals have been confirmed to be armed and flee immediately once silent alarms or secondary security responses are activated.
🌑Detailed Incident Log
■Incident A (Shanzu Area): A homeowner was alerted by security of a branded KPLC vehicle at the gate. The homeowner identified the red flag (KPLC does not conduct routine meter checks at night) and refused entry. The suspects fled upon the sounding of a panic alarm.
■Incident B (Sirad City Apartments): At approximately 1:30 AM, six individuals (five in overalls, one in military uniform) attempted entry. Management instructed security to seek cover and activated a professional rapid response alarm . The suspects fled at high speed.
🌑Urgent Recommendations for Security Agencies
■Increased Patrols: National Police should increase night patrols in residential suburbs, with a specific focus on stopping and verifying any utility-branded vehicles operating after 10:00 PM.
■Verification Protocols: Coordinate with Kenya Power to confirm if any legitimate night-shift teams are deployed in specific zones and ensure they have valid, verifiable work orders and official identification.
■Inter-Agency Intelligence: Share this profile with all private security firms to ensure their guards are trained to handle "Official Impersonation" tactics.
🌑Directives for Estate Managers & Residents
■1. Strict Access Control: Instruct all security guards that NO utility company (Power, Water, Internet) is permitted entry between 6:00 PM and 7:00 AM unless there is a pre-reported emergency by a resident, and the team is vetted.
■2. The "Stay In" Policy: If a suspicious vehicle arrives, guards should not engage at the gate. They should retreat to a secure position, lock the secondary barriers, and immediately notify management and the Rapid Response Team (RRT).
■3. CCTV & Lighting: Ensure all perimeter lighting is functional. If safe to do so, attempt to capture high-angle footage of vehicle registration plates from a distance.
■4. Festive Season Vigilance: Criminal activity typically spikes during the December holidays. Residents are urged to report any "scouting" vehicles seen during the day.
🌑In the context of your security alert, it is important to note that criminals often mimic the Toyota Hilux or Isuzu pickup varieties, as these are the most common "patrol" and "meter reading" vehicles seen in residential areas. These vehicles often feature:
■Prominent Branding: Large KPLC logos on the driver and passenger doors.
■Maintenance Equipment: Often fitted with ladder racks, toolboxes in the bed, or specialized storage compartments.
■Warning Lights: Many official vehicles are equipped with yellow/amber strobe lights on the roof for safety during roadside work.
■Safety Tip: As highlighted in your report, even if a vehicle looks identical to these, legitimate KPLC teams rarely conduct unscheduled residential visits in the middle of the night without a prior emergency report from the customer. Always verify through official hotlines before granting access.
🌑Closing Statement
■The safety of our communities depends on collective vigilance. This syndicate relies on the "Uniform Effect" to bypass security. By enforcing a zero-entry policy for utility workers at night, we can neutralize this threat.
■Report any suspicious activity immediately to the nearest Police Station or your private security provider.
