Cash transfers are more than just financial support; they are a lifeline. By providing financial support to vulnerable individuals and households, they help meet basic needs, protect livelihoods, and build resilience in the face of shocks.

Building systems is only half the work. Ensuring people can use them with confidence is where real impact begins.

Following the successful development and User Acceptance Testing (UAT) of the Kaduna State Ultra Poor Graduation (UPG) Programme Management Information System (MIS), focus shifted to what matters most: empowering the people who drive the programme, while strengthening their capacity to deliver.

From 23rd March to 2nd April, a two-week onboarding workshop was conducted, facilitated by Village Enterprise on programme components and CHASP Advisory on the MIS. The sessions brought together ICT personnel, program officers, local government area coordinators, mentors, and key KADSIPA teams, equipping them with the skills needed to implement the KAD-UPG programme and effectively use the system.

The last two days were fully dedicated to the MIS, where we guided participants through key modules with clearly defined, role-based use cases tailored to their day-to-day responsibilities. This phase went beyond system familiarization. It focused on building confidence, strengthening capacity, and positioning the MIS as a practical tool for daily operations and results delivery.

In Turkana, Kuza Jamii participants didn’t just speak about change; they showed it.

The Directorate for Social Development, together with Kuza Jamii consortium partners led by BOMA.ngo, hosted Eduarda Gray, Head of the Sustainable Development Team and Deputy Development Director and David Kinyua, Humanitarian, Resilience, and Inclusion Lead from the Foreign, Commonwealth & Development Office for a donor visit to showcase the programme’s impact.

The visit began with a courtesy call in Lodwar, followed by a field engagement in Kalemnyang’, Loima Sub-County. Here, the delegation met programme participants, including members of Ekanyarit Village Saving Loan Associations (VSLA), who shared how savings groups and small businesses are helping them move beyond extreme poverty.

At the community level, discussions highlighted how VSLAs are strengthening household resilience through savings, access to credit, and diversified livelihoods. Participants spoke about improved incomes, access to productive assets, and stronger social support systems, while also demonstrating how GESI principles are taking shape within their communities.

We also demonstrated how systems strengthening is being delivered through community resource persons and stronger linkages to government initiatives, improving access to services and financial inclusion.

The visit reinforced a simple truth: when communities are supported with the right tools and partnerships, lasting change becomes possible.

What does inclusive economic empowerment look like on the ground?

Last week, partners under the Kuza Jamii Programme came together for a joint Gender Equality and Social Inclusion (GESI) field monitoring exercise across Mandera, Isiolo, Tana River, Garissa, and Marsabit counties. The aim was to explore how inclusive economic opportunities are taking shape at the community level. Field monitoring is one of the approaches advanced by CHASP to strengthen delivery and support the transition of Kuza Jamii EIP to KSEIP II.

The visit brought together national and county government representatives, Kuza Jamii consortium partners, and community members including Village Savings and Loan Associations (VSLAs) and business groups. Discussions focused on how saving groups and productive assets are enabling communities to grow small businesses and support their families. Youth groups shared their efforts to expand livelihood opportunities, while persons with disabilities emphasized the need for accessible programmes and inclusion in leadership spaces.

A key theme that emerged was the growing influence of GESI messaging in shaping community perceptions and cultural norms particularly around resource ownership, household decision-making, and leadership. Participants pointed to the gradual shifts toward greater inclusion of women, marginalized groups, and persons with disabilities in both economic activities and community leadership structures.

Insights from the monitoring visits will inform how partners strengthen programme implementation, deepen collaboration with county systems, and ensure economic inclusion efforts remain responsive, relevant, and grounded in community realities.

Behind every effective social protection programme is a simple objective: reaching the right people, at the right time, with the right support. Yet in many contexts, fragmented data systems, siloed programmes, and weak coordination make this goal difficult to achieve.

Integrated Management Information Systems (MIS) help address this challenge by bringing data together into one platform. When designed and used well, they strengthen coordination and enable decision-makers to respond to needs using real-time information.

We recently took time to reflect on our business model during a Transformation Studio designed to help us serve our clients better and create more value through our work. The session was guided by Stanford Graduate School of Business as part of the Seed Transform Program, helping us rethink our work through the lens of our clients and the impact we seek to achieve.

Together, we walked through our business model and value proposition canvas, asking ourselves important questions: What do our clients truly need? How can our work solve real problems? How do we become more customer-centered in everything we do?

These reflections helped us see our work through our clients' eyes and reminded us that impact begins with understanding. We also revisited our short-term and long-term goals and closed the session with a powerful dream-weaving activity, where we imagined the roles we hope to play at CHASP Advisory in the near future. The visions shared were thoughtful, hopeful, and inspiring to witness. You could see growth in every team member and a deeper sense of purpose taking shape across the team.

The session reminded us that learning is not a one-time event but a commitment. And we are committed to learning so we can continue improving and creating deeper, more lasting impact through the work we do.

Kuza Jamii II Programme consortium partners, together with National and County Departments of Social Development and members of the County Economic Inclusion Programme (EIP) Committees, undertook a joint three-day monitoring visits in Turkana, Wajir, and Samburu counties to assess implementation progress and reinforce Government of Kenya leadership in the EIP.

Field visits in high-risk ASAL sub-counties, including Wajir East and West, Samburu Central and West, and Turkana Central and Loima, engaged Village Savings and Loan Associations (VSLAs) and business groups. These engagements showed layered interventions in livelihood diversification, financial inclusion through VSLA loans, market linkages, and GESI integration, demonstrating how combined approaches are strengthening household resilience. Asset verification exercises across the sub-counties reinforced accountability and alignment with KSEIP II systems.

The visits concluded with County EIP Committee debriefs at the county headquarters in Maralal, Lodwar, and Wajir town. The teams reviewed action points, analyzed monitoring findings, and identified corrective measures. Discussions also focused on shock-responsive programming, drawing on shared situational reports and NDMA bulletins to strengthen adaptive delivery. An overview of the transition to government component further outlined pathways toward sustained government ownership. The visits reaffirmed Kuza Jamii’s role as a bridge toward institutionalized, government-led economic inclusion.

The Kuza Jamii II programme brought together stakeholders last week for a workshop to review and improve the Monitoring and Evaluation (M&E) tools used in the Community Development Management Information System (CDMIS), as the government prepares to transition to KSEIP II. We supported the workshop and convened officers from the Directorate of Social Development, Directorate of Social Assistance, National Social Protection Secretariat, Central Planning and Project Monitoring Departments, and the National Drought Management Authority, alongside partners from Village Enterprise, BOMA.ngo, and Echo Network Africa Foundation.

CDMIS is a digital platform used by the Ministry of Labour and Social Protection to automate services, register community groups, manage volunteer data, and support economic inclusion for marginalized groups. The workshop focused on strengthening how progress is measured and reported across the programme. Participants worked with government teams to improve the system and ensure it captured results more accurately. They aligned the CDMIS M&E Framework with the Economic Inclusion Programme (EIP) key indicators so that reporting matched expected deliverables.

During the sessions, the team mapped EIP indicators to the appropriate tools and refined key instruments, including the EIP eligibility tool, the EIP baseline tool, and the Village Savings and Loans Association (VSLA) formations monitoring tool. The work strengthened the use of digital systems to support evidence-based decision-making and improve the delivery of economic inclusion interventions.

Under the Kuza Jamii II Programme, we worked with the State Department for Social Development (DSD) to deliver a two-day training for County Social Development officers on the National Mentors Training Curriculum. The training brought together regional coordinators, county officers, and national DSD staff as part of preparations for the programme’s transition into the Kenya Social and Economic Inclusion Programme (KSEIP II). This step helped ensure counties were ready to support households more effectively as the Government continues to scale economic inclusion efforts.

The training strengthened officers’ skills to guide and support mentors working directly with vulnerable households. Participants learned how to use the mentorship curriculum, uphold safeguarding and ethical standards, and apply practical tools such as business assessments, savings group (VSLA) analysis, grievance handling, and referral systems. The training also clarified the roles of mentors as coaches who help households improve their livelihoods, manage finances, and build confidence to grow sustainable businesses.

This milestone strengthened counties capacity to deliver high-quality mentorship and support households to move out of extreme poverty through the Economic Inclusion Programme. It also reinforced Kuza Jamii II’s goal of building strong government systems that empower communities, improve service delivery, and help families achieve lasting economic independence.

This week, Kuza Jamii II programme implementing counties and partners came together for a two-day Pause and Reflect workshop. The workshop was led by the State Department for Social Protection with support from consortium partners including CHASP Advisory, BOMA.ngo, Smart Regional Consultants - SRC, and Echo Network Africa Foundation . The aim was to look at lessons from Kuza Jamii II and share early experiences as we transition it to the government-led Kenya Social and Economic Inclusion Programme (KSEIP II).

The workshop gave counties a chance to reflect on how the programme is being delivered on the ground, share what is working in different ASAL contexts, and discuss common challenges. Through guided discussions, participants explored practical ways to improve efficiency, manage risks, and scale up innovations that can strengthen economic inclusion results.

Participants also reviewed how the programme is performing under current realities such as drought and other shocks. They discussed transition strategies to maintain service quality while preparing for full government ownership of the Economic Inclusion Programme (EIP) under KSEIP II. Together, we reviewed emerging evidence, identified priority changes to improve impact, and agreed on key learning needs to guide the remaining transition process in EIP implementation.

The EIP programme focuses on building productive skills, improving financial literacy, and strengthening links to markets through targeted value chains. It will also integrate climate-resilient approaches to help vulnerable households better cope with climate shocks and build long-term resilience.

The workshop highlighted the value of learning together, using evidence to guide decisions, and working through coordinated systems to deliver inclusive, sustainable, and resilient social protection programs.

The Government of Kenya, with support from CHASP Advisory through the Kuza Jamii Programme, held an orientation for Community Resource Persons (CRPs) and a large community awareness meeting on the Economic Inclusion Program (EIP).

The sessions helped communities understand what EIP is about, what support it offers, and how it helps families grow their livelihoods. CRPs were also trained on their roles so they can better support households, follow up on progress, and help address any challenges or complaints at the community level.

Economic Inclusion Programs are an important part of Kenya’s social protection system. They support vulnerable households to start and grow businesses, increase income, and eventually move out of poverty. Strong community coordination is key to making these programs work well.

Through this orientation and sensitization, community members gained practical knowledge on how EIP works and how different actors work together. The activity strengthened community oversight, improved coordination, and helped ensure the program is accountable and responsive to people’s needs.
