A sought-after national & international speaker, she is widely recognized for her visionary insights on AI governance, innovation ecosystems, and public-sector modernization.
As the Founder & CEO of NorthBeam AI, Noura leads a mission-driven consultancy redefining how governments, municipalities, universities & national institutions adopt & govern artificial intelligence. Through strategic advisory, AI audits, national digital roadmaps & capacity-building programs, she empowers public systems to transition into transparent, responsible & future-ready digital environments.
Noura’s impact in public-sector modernization is reinforced by her role as a Digital Transformation Consultant for two years with Chemonics International – USAID, where she supported institutional reforms, digital strategy development, & the advancement of efficient, citizen-centered governance models across Lebanon.
She also serves as the General Director of the Association Libanaise Francophone des Sciences Techniques (ALF), where she champions national initiatives that elevate technical education, innovation & youth empowerment. Under her leadership, ALF has built high-impact collaborations with Lebanon’s Ministry of Labor, Ministry of Education & GE HealthCare, delivering transformative programs in Akkar focused on workforce development, digital literacy & expanded access to opportunity in underserved communities.
