නෙදර්ලන්ත රාජධානියේ ශ්රී ලංකාවේ තානාපති අතිගරු වීබ් ජේකොබ් ද බෝයර් (H.E. Wieb Jacob de Boer) මහතා හමුවීමට ලැබීම මහත් ගෞරවයක් විය.
මෙම හමුවේදී, "අයිතිවාසිකම් මත පදනම් වූ පාලනය පිළිබඳ කාන්තා මන්ත්රීවරියන් බලගැන්වීම" (Empowering Women Councillors on Rights-Based Governance) සංවර්ධන ව්යාපෘතිය ක්රියාත්මක කිරීම සඳහා HELP-O සංවිධානය සහ නෙදර්ලන්ත තානාපති කාර්යාලය අතර අවබෝධතා ගිවිසුමක් (MoU) අත්සන් කරන ලදී.
මෙම විශේෂ අවස්ථාව 2026 ජූලි 23 වන දින නෙදර්ලන්ත තානාපති කාර්යාලයේදී පැවැත්වුණු අතර, HELP-O සංවිධානයේ ප්රධාන විධායක නිලධාරී ආචාර්ය චතුර වැලිවිටිය මහතා සහ නෙදර්ලන්ත රාජධානියේ ශ්රී ලංකාවේ තානාපති අතිගරු වීබ් ජේකොබ් ද බෝයර් මහතා විසින් මෙම අවබෝධතා ගිවිසුමට නිල වශයෙන් අත්සන් තබන ලදී.
මෙම ව්යාපෘතියේ ප්රධාන අරමුණ වන්නේ පළාත් පාලන ආයතන නියෝජනය කරන කාන්තා මන්ත්රීවරියන්ගේ නායකත්ව හැකියාවන්, යහපාලන මූලධර්ම පිළිබඳ දැනුම සහ මානව හිමිකම් මත පදනම් වූ පාලන ක්රමවේදයන් පිළිබඳ අවබෝධය වර්ධනය කිරීමයි. එමෙන්ම ඩිජිටල් තාක්ෂණය සහ නවීන තොරතුරු පද්ධති භාවිතය තුළින් ජනතාවට සේවා සහ තොරතුරු වෙත ප්රවේශය කඩිනම් කිරීම, මහජන සහභාගීත්වය ඉහළ නැංවීම සහ කාන්තා මන්ත්රීවරියන්ගේ ක්රියාකාරී දායකත්වය ශක්තිමත් කිරීමද මෙම ව්යාපෘතියේ ප්රධාන අරමුණු අතර වේ. ඒ තුළින් වඩාත් විනිවිදභාවයෙන් යුත්, වගකීම් සහගත, ජනතා කේන්ද්රගත හා සාධාරණ පළාත් පාලන පද්ධතියක් ගොඩනැගීමට දායක වීම අපේක්ෂා කෙරේ.
කාන්තා නායකත්වය ප්රවර්ධනය කිරීම, ප්රජා සවිබල ගැන්වීම, යහපාලනය සහ තිරසාර සංවර්ධනය සඳහා මෙම හවුල්කාරිත්වය ශ්රී ලංකාවට වැදගත් සන්ධිස්ථානයක් වනු ඇතැයි අපි විශ්වාස කරමු.
එක්ව ශක්තිමත් කරමු කාන්තා නායකත්වය – ගොඩනඟමු යහපාලනයෙන් පිරි තිරසාර ප්රජාවක්.
It was a great honour to meet H.E. Wieb Jacob de Boer, Ambassador of the Kingdom of the Netherlands to Sri Lanka.
During this meeting, a Memorandum of Understanding (MoU) was signed between HELP-O and the Embassy of the Kingdom of the Netherlands in Sri Lanka to implement the development project titled "Empowering Women Councillors on Rights-Based Governance."
This special occasion took place on 23 July 2026 at the Embassy of the Kingdom of the Netherlands in Colombo, where the MoU was formally signed by Dr. Chathura Welivitiya, Chief Executive Officer of HELP-O, and H.E. Wieb Jacob de Boer, Ambassador of the Kingdom of the Netherlands to Sri Lanka.
The primary objective of this project is to strengthen the leadership capacity, knowledge, and active participation of women councillors in local government by promoting the principles of good governance and human rights-based governance. The project will also enhance citizens' access to public services through digital technologies, encourage greater civic participation, and contribute to building a more transparent, accountable, inclusive, and equitable system of local governance.
We believe that this partnership marks an important milestone in promoting women's leadership, community empowerment, good governance, digital innovation, and sustainable development in Sri Lanka.
Together, let us empower women leaders and build stronger, more inclusive local governance for a sustainable future.
