Liberia Government Makes Partial Payment Toward Forest Community Debt.

Sanniquellie, Nimba County – March 31, 2026
The Government of Liberia, under the leadership of President Joseph Nyumah Boakai, has made an additional payment of US$200,000 toward the appropriation for forest communities in the 2025 national budget. This brings the total amount disbursed to US$500,000 out of the US$746,292 allocated.

The latest payment was made on March 30, 2026, following commitments made during advocacy efforts last year. Of the US$200,000, US$120,000 was paid in U.S. dollars, while US$80,000 was paid in Liberian dollars at an exchange rate of LRD 182.38 to US$1, amounting to LRD 14,590,549.99.

Previously, the government had disbursed US$300,000, leaving an outstanding balance of US$246,292 from the 2025 appropriation. The payments so far represent 67% of the 2025 allocation, a decline compared to 92% of the appropriation settled in 2024.

"While we and our forest communities expressed appreciation for the government’s latest action, our concerns remain over the more than US$5 million still owed. Mr Zelemen, the head of Secretariat/National Facilitator and Program Coordinator noted that the government is considering categorizing these arrears as part of domestic debt, raising fears of further delays.

"We are calling on the government to remain steadfast in its commitment and prioritize the settlement of these debts beginning in 2026, this will show that the government is honoring her obligations to forest-dependent communities" a call made by Mr. Zelemen.
