An Income Tax Act Amendment Bill was presented to the People’s Majlis on 17 August 2026 and is currently at the Committee Stage. The proposed amendments could have significant implications for businesses making payments to non-resident contractors and suppliers.

Key changes include an increase in the withholding tax rate on payments to non-resident contractors from 5% to 10%, along with an expanded definition of non-resident contractors to cover the supply of either goods or services in the Maldives. The proposed changes could increase the tax exposure of affected non-resident contractors, particularly those currently calculating their income tax on a net basis.

The Government of Maldives has proposed amendments to the GST Act to begin implementing the destination principle, with significant implications for offshore suppliers of inbound tourism products. Under the proposed amendments, inbound tourism products supplied by offshore booking platforms, foreign tour operators and travel agents would be subject to GST.

Other key proposed changes include new place of supply rules, a margin-based approach to determine the value of supply of an inbound tourism product, and restrictions on claiming input tax for suppliers of inbound tourism products without a permanent place of business in the Maldives.

Affected businesses would be required to register with MIRA within 30 days of commencement and should begin assessing the potential impact and preparing for compliance early.
