Surveyors Institute of Malawi CPD Conference 2026

Our team had the privilege of attending the Mid-Year CPD Conference organised by the Surveyors Institute of Malawi (SIM) held in Lilongwe under the theme:
“Strengthening Governance and Sustainable Public-Private Sector Development – Surveyors and Built Environment Perspective.”
The conference brought together professionals and experts from various institutions who shared valuable insights on governance, land administration, valuation standards, sustainability, construction industry regulations, and the future of the real estate sector in Malawi.
The Minister of Lands, Honourable Chimwemwe Chipungu, described surveyors as key drivers of land governance, infrastructure development, urban planning, and investment management. He emphasized the importance of strong institutions and regulatory frameworks in promoting professionalism and sustainable development.
Justice Dr. Chifundo Kachale emphasized that professionalism, integrity, and strong governance are essential foundations for sustainable development. He highlighted how unprofessional practices in real estate, urban development, and asset valuation negatively affect society and economic growth, while encouraging professionals to uphold ethical standards, invest in skills development aligned with Malawi 2063, and reject corruption and short-term thinking.
RBM Executive Director Mrs. Mercy Kumbatira stressed the importance of strong governance, transparency, and sustainability in the built environment. She noted that reliable property valuations, transparent land systems, and sound project costing are essential for investment confidence, prudent lending decisions, and economic growth.
Mr. Masida Mbano from the Ministry of Lands presented on the Land Information Management System (LIMS) and its role in transforming land administration in Malawi. He explained how LIMS will improve efficiency, transparency, accountability, accessibility, and service delivery in land administration. He further highlighted that the system will allow people, including Malawians in the diaspora, to apply for land and access land-related services online without physically visiting land offices.
Mr. Tshifhiwa Matodzi from South Africa delivered a presentation on the valuation of equipment, plant, and machinery. He discussed valuation standards and guidelines, the importance of local and international collaboration, the role of valuation standards, and various valuation methodologies used in professional practice.
Representing the Construction Industry Regulatory Authority (CIRA), QS Valentine Mitunda presented on Construction Cost Indices (CCI) and the impact of inflation and foreign exchange shortages on project costing and construction costs in Malawi. He also highlighted the importance of compliance with construction industry regulations and standards in promoting professionalism, quality, accountability, and efficiency.
Lucy Kabanga from the Department of Built Environment at Mzuzu University presented on property valuation in Malawi. His presentation explored the history and development of property valuation practice in the country, the major challenges affecting the valuation industry, and the legal framework governing valuation practice in Malawi. He highlighted important laws such as the Estate Management Act, Property Valuation Act, and the Sectional Titles Act, emphasizing their role in promoting professionalism, ethics, and regulation within the property sector.
Anthony Zima, the Land Registrar from the Ministry of Lands, delivered a presentation on the importance of land registration in Malawi. He discussed the differences between deed registration and title registration, highlighting how title registration provides greater security of ownership, reduces land disputes, and improves efficiency in land transactions. He emphasized that proper land registration is essential for enhancing tenure security, promoting investment, improving land administration, and supporting sustainable development in the land sector.
