EQC Partners with LUANAR to Roll Out ISO 9001:2015 Quality Management System

Environ-Quali Consult (EQC), in partnership with the Lilongwe University of Agriculture and Natural Resources (LUANAR), has successfully rolled out a Quality Management System (QMS) for the University based on the internationally recognised ISO 9001:2015 standard.
As part of its mission to support organisations across both private and public sectors in Malawi and beyond, Environ-Quali Consult (EQC) is proud to be associated with one of Malawi’s most prominent public universities in its journey to establish, implement, maintain and continually improve a robust Quality Management System geared towards certification.

A Year of Progress and Commitment

Engaged approximately one year ago, EQC has worked closely with LUANAR management to achieve significant milestones in the QMS implementation process. These include:
• QMS gap analysis and improvement planning;
• formulation of a quality policy statement,
• formulation of an ISO 9001:2015 customised context of the organisation documentation,
• documentation of an opportunities profile to compliment existing risks profiles,
• documentation of standard operating procedures for technical functions
• Staff awareness training sessions
• Top management sensitisation workshops
• Intensive core team training on ISO 9001:2015 requirements
• Process mapping induction workshops
These initiatives have laid a strong foundation for institutionalising quality-driven operations and fostering a culture of continuous improvement within the University.

Strong Leadership at the Forefront

During the recent engagement held on 19th and 20th February 2026 at LUANAR’s main campus, Bunda College, EQC was particularly impressed by the overwhelming commitment demonstrated by top management.
The active participation of the University’s Vice Chancellor, Deputy Vice Chancellor and University Registrar in the process mapping induction workshop served as clear evidence of leadership dedication to quality excellence.
The ISO 9001:2015 standard consistently emphasises ā€œtop management commitmentā€ as a critical driver for achieving and sustaining the performance of a Quality Management System. LUANAR’s leadership has exemplified this principle in practice.

Setting the Pace for Higher Education Institutions

LUANAR’s proactive approach to quality management positions it as a trailblazer among higher education institutions in Malawi. By embedding structured systems, accountability mechanisms, and performance-driven processes, the University is strengthening its institutional governance and service delivery.
EQC encourages other universities and institutions across Malawi to follow LUANAR’s path by engaging professional support to initiate and implement their own Quality Management Systems development programmes.
Bravo LUANAR — a commendable step towards quality excellence and institutional sustainability.

The Environ-Quali Consult Perspective on Quality Management Systems Implementation in Malawi

Management Systems, particularly Quality Management Systems (QMS) based on the ISO 9001 standard, have globally proven to be powerful tools for continuous improvement among both large enterprises and micro, small, and medium enterprises (mSMEs).
In developed economies, the value of implementing such systems is well understood and deeply embedded in business culture. However, in developing countries like Malawi, adoption remains limited and slower than expected.

The Current Landscape in Malawi:

In Malawi, many enterprises are primarily driven by the pursuit of profit, often placing less emphasis on building sustainable systems that ensure consistent quality in products and services. While a few organisations have embraced quality culture and implemented management systems, this has largely been driven by external pressures such as requirements from large markets or financial institutions rather than internal strategic conviction.

Furthermore, these early adopters have not sufficiently demonstrated or communicated the tangible benefits of Quality Management Systems to inspire broader uptake within the business community.

Over recent years, there has been a gradual increase in the number of Malawian enterprises implementing various management systems, including:
ā€ŒEnvironmental Management Systems
ā€ŒFood Safety Management Systems
ā€ŒOccupational Safety and Health (OSH) Management Systems

However, this growth remains modest and below national potential.

Key Deterrent Factors:

From the Environ-Quali Consult perspective, several factors continue to hinder widespread implementation:
ā€¢ā€ŒPerception of irrelevance – Some large enterprises believe that as long as there is an existing market for their products or services, Quality Management Systems are unnecessary and merely a waste of resources.
ā€¢ā€ŒMisconception about applicability – There is a prevailing view that ISO standards based management systems are suited only for developed economies and not for countries like Malawi.
ā€¢ā€ŒCost concerns among mSMEs – Many small and medium enterprises perceive implementation as prohibitively expensive unless supported by donor-funded initiatives.
ā€¢ā€ŒLimited government drive – There has been insufficient momentum from government Ministries, Departments, and Agencies (MDAs) to lead by example in establishing management systems and getting them certified.

The Role of Government and National Quality Policy:

Malawi’s National Quality Policy and Strategy were designed to foster a national quality culture. However, awareness and implementation remain limited across both the public and private sectors.
The envisioned catalytic effect was for Ministries, Departments, and Agencies to implement ISO standards based management systems first, thereby setting a standard that would influence and encourage the private sector.
Yet over the past decade, very few MDAs have established ISO standards based management systems, and even fewer have progressed to certification, despite this requirement being clearly articulated within national reform agendas.
This raises an important question:
Who bears responsibility for this slow progress?
Is it the custodian Ministry of the National Quality Policy and Strategy, or are there broader systemic challenges at play?

Why This Matters:

One of the core principles of implementing a Quality Management System is the expectation of equivalency, organisations operating within certified systems tend to procure products and services from suppliers who meet similar standards.
If MDAs were operating certified ISO standards based management systems, they would naturally demand equivalent standards from service providers and suppliers. This would create a ripple effect, compelling private sector organisations to align accordingly.
Such a shift would significantly accelerate the development of a robust quality culture across Malawi.

The Way Forward:

Management Systems consulting firms such as Environ-Quali Consult stand ready to support both public and private sector organisations in establishing and implementing effective management systems at accessible and affordable rates.
Additionally, the Malawi Bureau of Standards is accredited and competent to provide certification services within the country, making certification more accessible than ever.

The opportunity is clear:

By embracing Quality Management Systems not merely as compliance tools but as strategic instruments for growth, efficiency, and competitiveness, Malawi can strengthen its institutions, empower its private sector, and enhance its position in regional and global markets.
