The Ministry of Human Resources (KESUMA) has issued an official statement on 21 April 2026 to clarify recent discussions regarding the proposed “direct recruitment and digital system” for foreign workers.

At this stage, the proposal is still under study and has not been finalised or implemented. Various reports circulating in the market may be inaccurate or misleading, and all parties are advised to refer to official announcements.

The government is currently exploring the use of a digital platform (including AI technology) to improve transparency and efficiency in the recruitment process, reduce reliance on intermediaries, and enhance the protection of foreign workers’ welfare. Discussions are ongoing with source countries and industry stakeholders.

Kementerian Dalam Negeri (KDN) memaklumkan bahawa tempoh khas permohonan kuota penggajian pekerja asing bagi tahun 2025 akan dibuka dari:

🗓 19 Januari 2026 hingga 31 Mac 2026

🔹 Terbuka kepada semua sektor dan subsektor yang telah diluluskan Kerajaan
🔹 Termasuk sektor perkhidmatan di bawah seliaan KPDN
🔹 Permohonan perlu dibuat secara terus oleh majikan
🔹 ❌ Tiada ejen atau pihak ketiga dibenarkan
🔹 Temujanji wajib dibuat secara dalam talian melalui laman rasmi KDN bermula 16 Januari 2026
🔹 Semua permohonan hendaklah dikemukakan di Pusat Sehenti Pengurusan Pekerja Asing (OSC), KDN

Majikan disarankan untuk merancang lebih awal bagi memastikan permohonan berjalan lancar dan mematuhi garis panduan yang ditetapkan.

📢 Attention Employers!

A special application window for 2025 foreign worker employment quotas will be open from 19 January to 31 March 2026. Employers can still submit quota applications until the original deadline of 31 December 2025 as well. All submissions during the special window will be reviewed with relevant ministries and must be made directly at the One-Stop Foreign Worker Management Centre (no third parties). Appointments for the special window can be booked online starting 16 January 2026.

PETALING JAYA: Employers can apply for foreign worker employment quotas for 2025 during a special window from Jan 19 to March 31 next year, the Home Ministry has announced.

📢 LATEST ANNOUNCEMENT FROM KDN (14 OCTOBER 2025)

The Government has extended the Case by Case quota application facility for foreign workers until 31 December 2025.

This facility applies to 3 sectors and 10 subsectors as listed below 👇
🏭 Sectors: Plantation, Agriculture, and Mining & Quarrying
💼 Subsectors: Security Services, Metal & Scrap, Building Cleaning, Wholesale & Retail, Laundry, Restaurant, Warehouse, Cargo, Government Construction Projects, and New MIDA Investments.

Employers under these approved sectors may submit their applications directly to the One Stop Centre (OSC), Kementerian Dalam Negeri (KDN) with complete supporting documents.

This initiative reflects the Government MADANI’s commitment to balancing economic needs and social welfare while ensuring that foreign worker recruitment remains ethical and well-regulated.

FWCMS Update – eQuota Implementation

Assalamualaikum & Salam Sejahtera,

🔹 Effective 1 October 2025

* The full online version of eQuota will be deployed.
* Implementation applies to three subsectors: Goldsmith, Textile, and MOTAC.

🔹 Case-by-Case Applications (Before & After 1 October)

The OSC will continue to manage applications through the current procedure:
* Employer attends interview with AKS & OSC.
* If shortlisted, employer must apply for Section 60K via ePPAx.
* Once approved, employer revisits OSC for the final interview.
* Application data is recorded into the MyIMMs system.

Further updates on progress and next steps will be communicated from time to time.
