📊 **Malaysia’s Job Market: Why Are Vacancies and Job Losses Rising at the Same Time?**

Malaysia’s labour market is showing an interesting contrast.

According to DOSM’s Q2 2026 employment statistics:

✅ Approximately **195,700 job vacancies** were available.
✅ Manufacturing accounted for around **58% of total vacancies**.
✅ Malaysia’s unemployment rate remained relatively low at **3.0%**.

However, PERKESO data also recorded **52,607 loss-of-employment benefit applications as of 16 July 2026**, with professionals, managers, executives and technicians representing a significant proportion of affected workers.

This does not necessarily mean Malaysia lacks employment opportunities. Instead, it may indicate a growing mismatch between:

* Available jobs and candidates’ skills
* Employers’ salary budgets and candidates’ expectations
* Job locations and candidate availability
* Traditional job requirements and transferable experience
* Roles being removed and newly required capabilities

**What can employers do?**

1️⃣ Focus on skills and capability—not only job titles.
2️⃣ Consider candidates from related industries with transferable experience.

📢 **Latest SST Update for Employment Services in Malaysia**

The Royal Malaysian Customs Department (JKDM) has clarified the Service Tax treatment for employment services.

✅ **8% SST applies only to:**

* Employment service fees
* Management or administration fees

✅ **Genuine pass-through costs or disbursements are not subject to SST**, such as:

* Employee salaries and allowances
* Employer statutory contributions
* Government fees, duties and levies
* Other qualifying expenses paid on behalf of the client without markup

**What should employment service providers do?**

1️⃣ Separate service fees from pass-through costs.
2️⃣ Itemise every component clearly in the invoice.
3️⃣ Maintain proper supporting documents and payment records.
4️⃣ Avoid combining all charges into one lump-sum amount.
5️⃣ Review existing quotations, agreements and invoicing formats.

Proper classification and documentation are essential to support the SST treatment applied.

📢 **LINDUNG 24 JAM: What HR Must Complete Before 31 August 2026**

Participation in PERKESO’s **LINDUNG 24 JAM** scheme is now:

✅ **Voluntary for Malaysian employees**
✅ **Mandatory for foreign employees**

Malaysian employees who do not wish to participate must complete the opt-out process by **31 August 2026**.

**HR’s action checklist:**

1️⃣ Inform employees about the voluntary participation arrangement.
2️⃣ Allow employees to review the coverage before making their decision.
3️⃣ Collect and retain the completed opt-out declaration from employees who choose not to participate.
4️⃣ Update the payroll system according to each employee’s participation status.
5️⃣ Continue deducting and remitting contributions for participating employees.
6️⃣ Continue mandatory contributions for foreign employees.

If no opt-out declaration is submitted, the employee’s participation and payroll deduction will continue.

Good communication and proper documentation are essential to prevent payroll errors and ensure compliance.
